Far ranging discussion on the advantages and disadvantages of various kinds of training, who should be responsible for it, and who should pay for it On the job training often hit or miss Countries in region creating training institutes. Just beginning – less important where housed than that operations begin 1

Widespread agreement on value of post-university practical training for would- be judges & prosecutors Ethics training should be part of curricula State’s interest in quality of lawyers means not always enough to leave it to market demand (example of Italian criminal code) 2

Some suggestions – –Mandate post-university training for new judges and prosecutors but not continuing legal education (save possibly for management positions) –Offer in-service training on new laws –Consider ways to train judges, prosecutors, and lawyers together –Stress active versus passive training 3
