Overview The project: “Capacity Development for the Clean Development Mechanism (CDM) in Viet Nam” was supported by the Government of the Netherlands. The UNEP launched the Project in 2002 (Phase 1). The RISO Center of the UNEP (URC) in Denmark is implementing agency of the Project. Regional Project Center located at the Asia Institute Technology (AIT), Thailand, is responsible for coordinating and managing project implementation in the region.

Overview In Viet Nam, International Cooperation Department, Ministry of Natural Resources and Environment (MONRE) is a Executing Agency to coordinate and carry out the project Phase 2 of the project started in April 2003

1.Set up CDM National Authority (CNA) Establishing CNA - International Cooperation Department (MONRE) Main tasks of the CNA: Certifying and stating to the EB proposed CDM projects in Viet Nam: o Supports Viet Nam’s SD efforts o Project activities is voluntary o Has done and met the requirement for environmental impact assessment o Has accommodated and reacted to stakeholder comments Preliminary results of Task 3

Functions of CNA: Building national criteria and guidelines on CDM Assess CDM projects at the national level Submit CDM projects to CDM National Executive and Consultative Board (CNECB) and manage them Propose approved CDM project to Executive Board by issuing a formal letter of approval Co-ordination with relation international organizations in CDM activities Preliminary results of Task 3 (cont.)

Affected factors to activities of Task 3 Vietnam signed the Kyoto Protocol on 3 December 1998 and ratified it on 25 September 2002 MONRE - former Hydro-Meteorological Service of Viet Nam - has been assigned as a National Focal Agency to implement UNFCCC and Kyoto Protocol in Viet Nam 2003-2005 Workplan of the project was approved by the Government Good cooperation between MONRE and other ministries, agencies Support from URC and AIT (updated information, documents, etc.) The work plan for year 2003 has been successfully implemented

1.Developing capacity and manpower within the CNA 2.Completing evaluation criteria and procedure for national approval of potential CDM projects 3.Conducting national workshop to introduce & discuss the operational guidelines with main stakeholders and CDM project partners Future plan of Task 3 for next 6 months

4.Studying legal financial framework to be applied for CDM projects in Viet Nam 5.Reviewing the operation of the CNA 6.Supporting and facilitating activities of the CNECB regarding assessment and approval of CDM Project Design Document (PDD). Future plan of Task 3 for next 6 months

Capacity development is a big work to ask man - power, finance and time Administration procedure is still a barrier It is hoped that the work plan for year 2004 will be well carried out under the schedule Conclusion
