It entered into force in 1971. It acts on the territory of 48 countries ADR - a document which takes into account the recommendations on standardization and harmonization of norms and regulations in force in different countries and on different modes of transport. ADR - Agreement is an international agreement on common rules for transport of dangerous goods (DG). ADR Agreement developed by the European Economic Commission of the United Nations in Geneva. Title of agreement in French: Accord europen relatif au transport international des marchandises dangereuses par route (ADR). ADR / ADR comprises the agreement itself and the two applications are an integral part thereof and which contain the requirements governing the transport of dangerous goods by road: Appendix A - General provisions and provisions concerning dangerous substances and articles; Appendix B - Provisions concerning transport equipment and transport operations.

European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) was done at Geneva on 30 September 1957 under the auspices of the Economic Commission for Europe of the United Nations and entered into force on 29 January 1968. The text of the Agreement was amended by the Protocol to amend paragraph 3 of article 14, which was adopted in New York on August 21, 1975 and entered into force on 19 April 1985.

under article 4, each Contracting Party shall retain the right to regulate or prohibit, for reasons other than safety during carriage, the entry into its territory of dangerous goods. Contracting Parties also retain the right to arrange, by bilateral or multilateral agreements that certain dangerous goods, the carriage of which is prohibited in Annex A, may under certain conditions, be accepted for international transport on their territories, or that dangerous goods international carriage of which is permitted under Annex A may be subject to international traffic through their territory in compliance with the requirements less stringent than those required in Annexes A and B.

For 7 months in 2015 year in Tajikistan imported dangerous goods in the amount of 2 176 tones (mainly chemicals) and removed 44 tons. Imported fuel during this period 8347 tons, transit crossed our territory 12297 tones of fuel.
