Background  Shuttleless looms are in discussions.  TUFS provides assistance textile units to purchase textile machines including shuttleless looms ( new or old) from India or abroad.  A CoS had recommended policy changes for import of secondhand capital goods including shuttleless looms.  However age restrictions were to be decided sect orally.  TUFS provides assistance upto 10 years old machines.  Import policy do not restrict the age.  TMMA had represented against CITI recommendation to Finance Ministry to bring down duties on various Textile Machines to zero on grounds of most of them being imported, since not made in India.  Upon examination it was found that imports are dominantly in shuttleless looms of 450 rpm and more in secondhand condition for rapier, airjet/ water and projectile looms. Multi colour/ phase looms are not generally imported.  However no data of second hand imports is captured, since ITC(HS) codes for shuttleless looms do not reflect any sub-categarization.  It was also said that many imports happen through general headings.  DHI_ TMMA – CMTI have undertaken phased development of high speed shuttleless looms.  A need to evolve further classification of shuttleless looms was felt.  Hence this meeting.
