Interoperability Directive 2008/57 OTM within scope but application is not mandatory NA are free to apply their specific rules Safety Directive 2004/49 No obligations for contractors to implement SMS Safety is a matter of contract between IM/RU and contractor Compliance with ERTMS but only for new vehicles ERA regulatory framework - Non existing for OTM as specific category CEN and CENELEC standards Voluntary domain only mandatory if included in national standards or as EC/TSI core parameters OTM relevance EFRTC GM, Florence, 03.12.2010

OTM - small numbers dedicated to work and not run on the network, so not in the same category as locomotives or wagons OTM – mobile factory/plant and not vehicle, so either outside EC Directive or as specific case in the Directive application of TSI – no cost increase but simplifications, cost and time reduction transparency of authorisation and clarity of assessment criteria in all EC regulatory framework and national reference documents Summary – basic requirements (1) EFRTC GM, Florence, 03.12.2010

EFRTC position paper was drafted as asked by Board and completed taking into account the outcome of the joint meeting of EFRTC Committees and industry GM is now asked to agree that it should serve as a basis for future actions towards NSA and other stakeholders subject GM approval EFRTC Board shall call for the meeting with NSA of major European countries (F, G, I, UK) Actions taken and way forward EFRTC GM, Florence, 03.12.2010

Technology TSI revision – EFRTC invited to participate at kick off meeting organised by ERA on 07.11.2010 proposal to ERA for setting up a specific task force for OTM composed of the experts from contractors, OTM supply industry and IMs (and probably later also from NSAs). TF OTM would then deliver recommendations for TSI WPs and other relevant bodies outside of Directive ERRAC and EC research Auto – Main project approved for EC funding Efficient railway infrastructure call and proposal Other issues EFRTC GM, Florence, 03.12.2010
