Data, Measurement and Information System Workgroup Meeting #1 March 19, 2009
2
“The future belongs to the nation that best educates its citizens -- and my fellow Americans, we have everything we need to be that nation…We have innovative principals and passionate teachers and gifted students… We have a legacy of excellence, and an unwavering belief that our children should climb higher than we did … [but] raising standards alone will not make much of a difference unless we provide teachers and principals with the information they need to make sure students are prepared to meet those standards.” President Barack Obama, March 10, 2009 Address on Education US Hispanic Chamber of Commerce
3
Today’s Agenda Welcome, introduction, and purpose of this group The principal perspective Small group discussion Individual reflection Meeting debrief and next steps
4
Today’s Outcomes Build understanding of the goals of this workgroup Build understanding of the data needs of principals/site leadership Develop a vision for a data, measurement and information system Agree on next steps
5
But what IS data? Data is qualitative and quantitative information used to identify facts, develop shared understanding, set goals, identify needs and trends, and make informed decisions For today: school site information about students, teachers and teacher practice, facilities, budgets and more Reliable, timely data set the foundation for successful PLCs and Performance Management systems
6
Purpose of this Group Create a unified vision and roadmap for building an integrated data and technology infrastructure for SFUSD that will support continuous improvement in teaching and learning.
7
What to Expect Cross-functional/internal-external group Four meetings this spring Give input and provide expertise to create the roadmap and grant proposal for our integrated data system. First focus “end user” is the school site leadership team (principal, assistant principal, IRF)
9
What We Have Today Student Information –Matrix: student assessment data –Student Information System: attendance, courses, master schedule, grades (limited in elementary) –Cruncher: student assessment data –Goal view: online IEPs for special education –Formative assessments: OARS; SCOE –Student information tracking: early intervention –School Loop: information for teachers and parents about student (in process) School Information –School Websites –SARC –Student nutrition database –IT Master Plan (for future improvements in school-site use of technology) Employee information –Employee info system –Substitute calling system Administrative Information –Financial System –MS Sharepoint Portal –District enrollment system
10
Principals Want to Know Student Information –Graduation Rates –Tardies and Absence trends –Course accumulation –Student transcripts/GPAs –Volunteer opportunities for students –Physical fitness tests –Behavior referrals –CAHSEE pass rates –Extracurricular participation –CST performance Teacher and Teacher Practice –Teacher demographics/characteristics –Teacher vacancies School Level Information –Data needed to inform BSC –Master Schedule –Budget –Construction District information –Calendar and district milestones * N.B.: This list is an unscientific snapshot and should NOT be considered complete!
11
Wish List and Workarounds Timely Data –“We only get once a year snapshots, but I’d like to look at quarterly benchmarks vs. annual” –“I make manual reports to understand GPA and credit accumulation” –“I would love to be able to flag kids of have missed X number of days, are below a certain GPA” Customization and Trend Analysis –“I can only access this at school site, and the rest is on paper…” –“I’d like to do my budgeting online, and determine actual expenditures, link my master sched…” Linkages –“If I want to see how one think links to the other, I have to download everything into an excel spreadsheet and link it all by HOA number” –“There are different log-ins for every system…” –“I’d love to get 8 th grade data for my 9 th graders, from feeder schools…” Ongoing support and training –“I call in a special favor to get access to that data…” –“If only my whole site team had training…” –“I have special programs here that I want to track…we need to know what data to collect and how to collect it…

What Are Others Doing? Large urban districts beginning to implement performance management –Over ½ are building data dashboards –Over ½ are updating their student information systems –Most have school level report cards or scorecards – but most with annual (dated) data that isn’t actionable at the classroom level. –Most use formative assessments although only a few are uniformly administered or electronic –Few have an integrated data warehouse seamlessly connecting student data, summative and formative data, and employee/financial data Funding for performance management –Dell foundation alone invested over $25 mm in six large districts A couple dashboard examples: –Dallas –Portland

Small Group Discussion/Project In your group, generate a vision for SFUSD’s data portal: –what should it look like? (draw a picture and generate a description) –What specific elements would need to be included in this portal to support our goals? What data should be available? How often should we provide it? What is actionable? What changes on a regular basis? Which numbers can we move to reach our district strategies? What should the user interface look like?
22
Individual Reflection From your perspective…. –How do we get from here to there?
