2 2 Reason for Rule Development Last two Control Measures in District’s Extreme Ozone Plan. Estimate emission reductions of 536 tons VOC/year (1.5 tpd), which is 30% of 2005 baseline inventory for this category.

3 3 Examples of Affected Sources Retail gasoline outlets (gas stations) Gasoline bulk plants Card-lock sites Fleet owners (public and private) with gasoline dispensing operations Airports with aviation fueling operations Facilities that handle bulk organic liquids

4 4 Rules 4621 and 4622 Gasoline and Aviation Gasoline Increase control efficiency of gasoline vapor recovery systems from 95% to 98% to match CARB certification limits. Prevent back-sliding by continuing aviation gasoline vapor recovery efficiency. Require ICC certification for equipment installation and testing.

5 5 Rule 4624 Organic Liquid Transfer Increase scope of Rule 4624 to include unloading operations. Unloading Loading Add leak detection and repair provisions comparable to similar equipment in other District rules.

6 6 Rule 2020 Exemptions Modify exemption for transfer racks to require operating permits for those racks subject to Rule 4624. Change sulfur limits for natural gas and LPG to match District permitting policy.

7 7 Revisions to Proposed Rules R2020 - Keep current permit exemption for transfer racks serving exempt tanks. R4621 - Clarification to applicability, system certification, and tester certification deadline. R4622 - Clarification to tester certification deadline and mobile refueler certification. R4624 - Harmonized TVP temperature with test method and included use of a "closed system" as a control option.
