Executive Reorganization Order #43 Transfers Medical Assistance Eligibility Services from DCF to KDHE effective 01/01/2016 All Medical, (Except for Foster Care and Adoption Support programs) will be worked and maintained by KDHE

The ERO #43 also transferred KDHE staff that were involved with Foster Care licensing to DCF, this happened 07/01/2015 The state is doing this because – it will allow for greater efficiencies –one central place for the public to reach out to for KanCare eligibility and eligibility questions –to improve the accuracy of eligibility determinations

KDHE Delivery Model Expanded Scope of Clearinghouse to include E&D caseload –The KanCare Clearinghouse is located in Topeka and has been doing the children and families KanCare application for over 15 years –Expanded Customer Service Call Center for all KanCare consumers

Communication Beneficiary mailing to all impacted recipients, mailed out on Dec 23 rd DCF has informational announcements running in all lobbies The KanCare website also has information about the change and will have an example of the beneficiary mailing www.kancare.ks.gov KanCare consumers can still see their eligibility on the Member Web Services

Communication Today’s 3 webinars For the Long Term Care and PACE providers will have more training on Dec 29 th, if you use the forms: 3160, 3161, 3166 or the 2126 you will be invited

Transition Plan DCF will process work received on or before 12/14/15 start to finish to the extent possible. DCF will stop processing at COB on 12/29/15 to gather, document and track any uncompleted work Clearinghouse will assume remaining workload

Transition Plan Work received in DCF after December 2015 will be sent to the Clearinghouse Turn in any December and future month medical reviews to the Clearinghouse Consumers are encouraged to contact the Clearinghouse with questions... AFTER January 1, 2016

Transition Plan Applications received for KanCare at the local DCF after 12/15/15 will be accepted by DCF but then mailed to the KanCare Clearinghouse twice a week. But, no need to contact unless there is a change to report!

Elderly and Disabled Reporting Requirements 1. If the source of your income changes. 2. If the amount of your income goes up or down. 3. If your SSI check stops. 4. If anyone gets married, separated or divorced. 5. If anyone moves into or out of your home. 6. If you move to a new address. 7. If anyone enters or leaves a hospital or institution. 8. If your household’s total cash, savings or other resources goes over $2000. 9. If anyone is no longer disabled. 10. If health insurance or Medicare begins, changes or ends for anyone. 11. If the amount of your health insurance premium goes down. 12. If anyone transfers resources or income, including having a trust.

Applications Apply online at ApplyForKanCare.ks.gov Paper applications still accepted, people can get a paper application mailed to them by calling 1-800-792-4884 You can print out an application at http://www.kdheks.gov/hcf/medical_assistance/a pply_for_assistance.html

No face to face interview is required for KanCare Expect delays during this transition of the large amount of cases to KDHE. Applications having an urgent medical needs will receive priority. An urgent medical needs is a situation where an individual who cannot receive critical or urgent care without the assurance of medical coverage. For example, critical prescriptions, a planned surgery, or a critical treatment, such as dialysis.

How can you help? Answer your clientele's question about the change Discourage unnecessary phone calls Help people fill out applications as thoroughly as possible

Turn in any requested information to the agency that request it, but after 01/01/2016 turn everything into the Clearinghouse Understand that when providing information for people with benefit cases with DCF programs and medical cases with KDHE, the information will need to be provided to both agencies. Example – a consumer that gets Food Assistance and a KanCare
