Regional School District 14 Filtering Strategy Audit Conducted by The Trifection Group

In June of 2014 a student presented a letter to the Board of Education addressing concerns he had regarding the district’s filtering policy.

The student’s concern was that it appeared to him that the district was allowing liberal sites to be accessed while blocking conservative sites.

The district hired The Trifection Group, Inc. in July of 2014 to review the past/current filtering technology and make recommendations for improvements.

The Trifection Group was able to determine through review of Dell’s Sonic Wall system, a comprehensive review of the network filter, and interviews with key individuals within the district the following: The district did have a consistent approach to filtering of sites The district blocks many filtering categories that other districts do not block The district did not block unrated sites The review procedure which the district was using was not inclusive of all stake holders The district did not have in place a written procedure for review of sites

The Trifection Group has concluded, based on all available information, that the district did not engage in any type of intentional censorship.

Moving forward, the district should address the following items which are covered in greater detail within this report: Develop a procedure for reviewing website categories Develop a procedure for evaluating requests for the blocking/unblocking of specific sites Address the composition of the Technology Committee and its mission and purpose as it pertains to accessing online content Address specific technical findings to ensure the highest level of network security
