5 State of the Economy  Chinese Economy 1976  20 million unemployed  100 million undernourished  6.5 billion yuan deficit (1 US = 2 Rmb)  Deng had won the power struggle, but inherited a country destroyed due to the Cultural Revolution How did the Soviet Union try to solve its problems?

6 Four Modernizations  Four Modernizations  Agriculture  Industry  Science and technology  Military  How?  Foreign Investment to pay for the program – Open Door Policy  1979 - Deng travels to US for support  Deng – “Building Socialism with Chinese characteristics”  A true socialist revolution could not take place until a bourgeoisie revolution had taken place first Problem?

7 Agriculture  Goal: increase the yields of farmers  How: modernize with machines, fertilizers with personal incentives  Household Responsibility System – each farming family could rent the land and use as they wanted  Deng placed an ally, Wan Li, in charge  Began in Anhui province only at first  Each farm had a quota  Impact: End of the communes  1983 – 90% of farms  Led to farmers contracting out labour  Agricultural production rose 4~5%/year  1996 – world’s largest agricultural producer

12 Industry  Goal: improve infrastructure (construction) and industrialization to equal or better the West  How: Investment (54 billion yuan) & 2 phases 1. Phase 1: 1978-84  Industrial Responsibility System – would supervise the State-Owned Enterprise(SOE) who would receive a % of the profits  Results – improved motivation for workers, resulting in higher productivity  Special Economic Zones – areas with more liberal economic policies and built up infrastructure to promote foreign investment  Allowed foreign ownership of companies, but must be at least 50% Chinese owned

Phase 2: 1984 – Resolution on the Reform of the Economic System  Further reduced state control as managers were given more control  Unprofitable enterprises were closed  Results – smashed the “iron rice bowl” and removed gov’t subsidies, allowing market forces to determine prices
