State of the Economy Chinese Economy 1976 20 million unemployed 100 million undernourished 6.5 billion yuan deficit (1 US = 2 Rmb) Deng had won the power struggle, but inherited a country destroyed due to the Cultural Revolution How did the Soviet Union try to solve its problems?

Agriculture Goal: increase the yields of farmers How: modernize with machines, fertilizers with personal incentives Household Responsibility System – each farming family could rent the land and use as they wanted Deng placed an ally, Wan Li, in charge Began in Anhui province only at first Each farm had a quota Impact: End of the communes 1983 – 90% of farms Led to farmers contracting out labour Agricultural production rose 4~5%/year 1996 – world’s largest agricultural producer

Industry Goal: improve infrastructure (construction) and industrialization to equal or better the West How: Investment (54 billion yuan) & 2 phases 1. Phase 1: 1978-84 Industrial Responsibility System – would supervise the State-Owned Enterprise(SOE) who would receive a % of the profits Results – improved motivation for workers, resulting in higher productivity Special Economic Zones – areas with more liberal economic policies and built up infrastructure to promote foreign investment Allowed foreign ownership of companies, but must be at least 50% Chinese owned
