Multi-state registry effort undertaken by ten states in the eastern U.S.: –CT, DE, MA, ME, NH, NJ, NY, PA, RI, VT (MD) Registry effort began in 2003 Key principles: –develop best practices in data reporting and management –establish a set of common quantification protocols –support common software platform Eastern Climate Registry: Background

Eastern Climate Registry: Software Tool EATS (Emissions and Allowance Tracking System) developed by EPA in 2001 Purpose: to support multiple criteria pollutant or GHG programs in reporting and emissions trading (e.g., Mexico, China, Chile, New York) Web-based system Key Points: flexibility in reporting requirements and integration of programs
