USING RBM TOOLS IN FORMULATING, IMPLEMENTING, AND MONITORING SENEGAL’S PRSP Since 2003, the Government of Senegal has put into place its Poverty Reduction Strategy Paper (PRSP), updated in 2006 to cover 2006- 2010. This document is the framework for economic and social policy in terms of poverty reduction and growth in accordance with the MDGs. Notable results have been obtained in the health and education sectors after the implementation of PRSP II, but additional work is still needed to obtain the MDGs in 2015. A process for developing a new economic and social strategy was thus initiated in March 2010.

Economic Growth Supporting Sectors Agriculture, fishing, rural hydrolics Secondary and tertiary activites Supporting Policies Social services and human capital Sustainable development and risk management Social protection and vulnerable groups. Good Governance and Public Administration Reform Local development Monitoring & Evaluation Synthesis of group reports.

Working Groups: Composition To elaborate a sectoral assessment-diagnostic, a report on key issues, a logical framework and a performance framework specifically for that area of thematic support, by organizing a series of workshops based on a participative approach. Working Groups: Mandate

USING RBM TOOLS IN FORMULATING, IMPLEMENTING, AND MONITORING SENEGAL’S PRSP Regional Consultations Representatives of decentralized services, local elected officials, youth, seniors, women, disabled peoples organizations etc. Regional Consultations To assess, using a participative approach, the implementation of PRSP 1 & 2, analyze the current poverty and local development situation, and to propose priority objectives Regional Consultations- Mandate

Elaboration of the reference framework (2011-2015) within which the annexes are made up of results based planning and M&E tools The process is made up of four steps:

USING RBM TOOLS IN FORMULATING, IMPLEMENTING, AND MONITORING SENEGAL’S PRSP All of the thematic working groups have: produced a diagnostic assessment report on PRSPs I & II; Defined a vision for the next 5 years (2011-2015) ; Defined the main principles and developed a plan of priority actions(PAP). The governance group and Public Sector reform has produced several MfDR tools, including: Results chain; Logical framework ; Performance framework. The core group is responsible for integrating all of the matrices to produce the same tools annexed to the Economic and Social Policy Document.

The Country’s financial capacities are reinforced. Public finances are modernized Improve service delivery to customers Budgetary revenues are increased. Budget discipline is strengthened. Parliamentary authorities are respected, The legislative and regulatory implementation are met. The convergence criteria are met. Public spending effectiveness is reinforced Strategic allocation of ressources is reinforced. Effective optimal use of resources. The oversight system is improved.

USING RBM TOOLS IN FORMULATING, IMPLEMENTING, AND MONITORING SENEGAL’S PRSP The participation of all stakeholders in the design processes is an enriching experience, appreciated by all actors. There is an increased awareness of the importance of using an MfDR approach in the design process. All working groups expressed the need to reinforce MfDR capacity. A priority actions plan has already been designed. A results chain, a logical framework and a performance monitoring framework remains to be developed.
