Every sector of industry is experiencing skills shortages Shortages are across the full spectrum of job roles i.e. riggers, scaffolders, technicians, geologists, subsurface;reservoir engineers; subsea engineers Recruitment drives are not delivering as expected Real demand from other UK projects and industries “Experienced” labour pool shrinking but the industry’s behaviour is not. Key Messages from Employers

Analysis Criteria: What would fix the problem? Short medium or long term intervention. Something the market can sort or will collaborative action give better value? Can the solution align with longer term programs and avoid expensive “one off” solutions? OPITO defined project proposals Cross Industry “Focus Group” reviewed these 7 pinchpoints identified Information into Projects

Project 7. To investigate the consistent and repeated reporting of shortages in qualified geoscientists, subsea and surface engineers as this is an area that cannot be tackled in the same way as a the other projects which potentially have short term solutions. Action to be taken: –Gain a better understanding of reported shortages. Report: –Articulate employers’ needs –Define the current supply chain –Make recommendations to improve the position going forward Project Scope and Timeframe

Proposition Listen to users (employers) + suppliers (education) establish a common understanding of the problem Stakeholders provide information Share preliminary findings – 31 May, Ardoe House, Aberdeen Decide and agree action Learn from successful experience e.g. ESEU, ESTA etc

Successful Practice Systemic and sustainable change –Embed activity –Avoid expensive one off interventions Build a solid coalition with appropriate stakeholders based on shared and agreed action –Recognise and build on existing effort –Joint venture – real partnership Establish mandate and accountability –Resource allocation Monitor delivery and results
