IAP/IANAS VII Annual Meeting Brazilian Academy of Sciences Rio De Janeiro, Brazil June 12-14, 2010 Sally Goetz Shuler National Science Resources Center Funding Science Education in the Hemisphere: Constraints and Challenges Faced by IANAS and The Academies

Funding: Constraints and Challenges 1. Funding Assumptions and Models 2. Knowledge and Skills for Funding 3. Principles for Obtaining Support 4. Need for Diverse Funding Sources Funding: Constraints and Challenges 1. Funding Assumptions and Models 2. Knowledge and Skills for Funding 3. Principles for Obtaining Support 4. Need for Diverse Funding Sources

Funding Assumptions and Models Social Norm New Social Norm ___________________________________________ Smoking Not Smoking Not teaching IBSE Teaching IBSE 20-30 years Major and sustained government support is obtained when an innovation is seen as a “social norm” with evidence of large-scale impact Change in values, policies, programs, etc Informed by research and best practices

Funding Assumptions and Models Education is only the responsibility of the government OR is the responsibility of all stakeholder groups Funding is only a responsibility of the government or there should be multiple sources of funding

Funding Challenges - Skills 1. Strategic planning with “SMART” goals – goals that are strategic, measurable, achievable, realistic, and time bound 2. Development of “proof of concept” that can be taken to scale 3. Development of measures of impact 4. Effective communications skills 5. Relationship building 6. Development – fundraising from government and private foundations and corporations

Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need

Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need 2. Excellent products and services with evidence of continuous improvement Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need 2. Excellent products and services with evidence of continuous improvement

Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need 2. Excellent products and services with evidence of continuous improvement 3. Evidence of impact a. Infrastructure development b. Quality of teaching c. Student learning and attitudes

Principles for obtaining support: need for the following: 1. Clear articulation of how the innovation (IBSE) fulfills a critical need 2. Excellent products and services with evidence of continuous improvement 3. Evidence of impact a. Infrastructure development b. Quality of teaching c. Student learning and attitudes 4. Outstanding leader(s) who have integrity and are trusted and who know how to communicate the “return on investment” of these programs

Outstanding leader(s) who have integrity and are trusted and who know how to communicate the “return on investment” of these programs 5. Knowledge and skills to develop and implement strategic plans

Outstanding leader(s) who have integrity and are trusted and who know how to communicate the “return on investment” of these programs 5. Knowledge and skills to develop and implement strategic plans 6. Knowledge and skills needed to obtain short- and long- term funding from diverse funding sources Principles for obtaining support: need for the following: 1. Infrastructure development b. Quality of teaching c. Student learning and attitudes 4. Outstanding leader(s) who have integrity and are trusted and who know how to communicate the “return on investment” of these programs 5. Knowledge and skills to develop and implement strategic plans 6. Knowledge and skills needed to obtain short- and long- term funding from diverse funding sources

Funding Challenges: Need for diverse funding sources to ensure sustainability 1. Short-term funding One to three years 2. Mid-term funding Three to five years 3. Long-term sustainability

Lessons Learned for Funding 1. Build a corps of strategic advocates by first cultivating support from industry 2. Create a STEM Advisory Board 3. Work with Board to make a case for transforming science education --- Conduct, publish, and widely disseminate a “SWOT” analysis along with a strategic plan and measures of impact 4. Develop plan for diversification of funding that includes a shift of major support being provided by the private sector in the initial years to increasing government support in the years when the program becomes more mature

Thank you
