Monitoring and review process – lessons learned AWPs represent a mutual GoA – UN commitment and require signature by UN agencies and implementing partners. Realistic planning in AWPs based on available budgets. Format has been improved in order to better prioritize activities and achieve the expected results. Indicators need to be improved. Still a needed to ensure that indicators are fully tracing the progress related to UN support and fully ‘measurable’. Continuous need for improving Harmonised procedures/ guidelines regarding monitoring, measurement and reporting. Including the CF allocation procedures which are based on agency performance.

Results Roma children access early child development and health service Alignment of national legislation to EU acquis communautaire in areas such as environment and competition. Survivors of gender-based violence receive quality services through community coordinated response system operational at the regional level Approximately 153,000 square meters of cleared and certified land were handed over to the respective communities and estimated 24,500 citizens were informed on Unexploded Ordinance threat As a result of recent changes in policy and legislation in the area of migration and asylum, Albania increased its assistance to refugees from other countries in need of resettlement. Comprehensive re- orientation of the National Employment Service Administration to become more of a service provider than a benefits distribution office. New legal framework on property registration to make it possible for women to register their properties and enjoy their property rights, equally with men The People’s Advocate Office (Ombudsman) has an increasingly stronger role and its voice is heard more systematically on issues of Albanian citizen’ rights observance, adults as well as children. Impact on DaO reform – Improved relevance, effectiveness, efficiency and sustainability of UN support – Improved joint planning and decision-making process with GoA (JEC & CF) – Improved mutual accountability and transparency towards the UN System and funders – NGO perspectives regarding the UN’s effectiveness – The UN had more weight with the government when they joined forces to advocate for a specific issue. (e.g. Violence against Women, gender budgeting)

Lessons Learned Important processes for improving RBM System and insure Accountability: The principle of tripartite partnership is important for seeking support, plan, monitor and insure mutual accountability. Simplification, streamlining and harmonisation of RBM and Reporting within UNCT UN Country Programe reporting format may not replace agency-specific results reporting requirements. Indicators and MoV need to be further aligned and improved (both for UN Programme and Government)

Challenges Mind-set from project approach to results-based sector approach Delivering results by implementing available resources is the key to attracting more resources; Financial reporting (financial administrative systems differ between UN agencies) Data management- Data collection, analysis, management, and dissemination underpin the measurement of progress towards expected results.
