20 Grassroots vs Grasstops What do we mean by grassroots advocacy? Raising awareness among the general public about a specific issue to influence public perception and policies. Grassroots advocacy aims to motivate people to take action. What do we mean by grasstops advocacy? Raising awareness among decision makers and turning that awareness into action. Grasstops advocacy is usually individualized targeted advocacy and aimed at high level individuals (parliamentarians, governors, CEOs of private sector companies, etc.).
