UK REGULATORY IMPACT FRAMEWORK ● “Anti-Regulation” Code of Practice which has been mandatory for all Ministries for 20 years ● The Code is co-ordinated and enforced by a central Unit in the Prime Minister's own Department. ● It requires a full public Consultation and an Assessment of the impact of ANY proposals on Businesses' and citizens' costs and competitiveness ● The accuracy of Assessments is independently checked by the PM's unit and National Audit ● Ministers have to personally certify that they have considered these Consultations and the Assessment when they make proposals to Parliament, and both are published for Parliament, the media, businesses and citizens to consider.
