Step 1 – Implement the Action Steps 1.1 The district leadership team carries out district-level strategies designed to achieve the objectives of the district improvement plan. 1.2 School leaders and teachers carry out the school-level strategies designed to achieve the objectives of the school improvement plan in each participating school. 1.3 District and school leaders provide guidance and support as they and other staff members implement the improvement plans. 5
