2 What is Social Value? For service providers - additional value created in the delivery of a contract, which has a wider community or public benefit For commissioners - A move away from contracting based on lowest cost alone but a requirement to consider what additional value can be achieved when buying services

3 The Public Services (Social Value) Act 2012 The Act states that: “The authority must consider: a)How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area, and b)How, in conducting the process of procurement, it might act with a view to securing that improvement”

4 Islington’s Approach Long existing cross-overs with Best Value, sustainability and the Public Sector Equality Duty The Islington Compact outlines the partnership between statutory and voluntary sectors and their working together to improve quality of life for residents

5 So, have you noticed a difference? Are council commissioners talking with you and your service users at the earliest stage before commissioning? Is the procurement in line with local priorities and the Islington Compact? Do commissioners communicate what local benefits they want to see, with clear measurements? Is SV built into the service specification or as part of the wider contractual agreement?

6 Social Value and the VCS VCS a crucial partner in delivering social value Local expertise across a range of social issues and sectors Strong community links and representing a range of groups, including disadvantaged and hard to reach Relevance to key issues of unemployment, economic growth, reducing re-offending, local environmental improvements

7 Commissioners expect to see… Evidence of value for money services and additional social value VCS providers conducting clear monitoring, evaluation and measurement of the social impact their organisations make A more strategic approach to service delivery by thinking about a local borough-wide priorities Stronger partnership relationship between VCS and local commissioners so priorities are understood and challenges shared
