INTERTANKO Services INTERTANKO is the voice of the tanker industry - representing and promoting the interests of responsible oil and chemical tanker owners worldwide provides its members with technical, operational, legal, documentary and other support services, information and advice
5
What is TOTS ? TOTS is a core competency-based training system for tanker officers Aims to raise the bar over and above the minimum acceptable standard Voluntary Ensure a tanker officer’s competency for shipboard operations on three different types of tankers, namely crude, product and chemical tankers
6
TOTS Industry Standard
TOTS is approved as a Professional Standard by: The Nautical Institute. The Institute of Marine Engineering Science & Technology. TOTS - Seatrade Winners 2009 “Investment in People”
7
Why is TOTS needed? Oil Company Officer Matrix Systems
Shortage of Experienced Officers Increasing Incidents Officer Training Requirements / Continuous Improvement (TMSA 2) Human Element Factors
8
Record of Oil Spills (1970 – 2005)
Why is TOTS needed? Record of Oil Spills (1970 – 2005) Source: ITOPF. Number of spills above 700 tonnes. 8
9
Why is TOTS needed? Tanker Incident Trends (1978 – 2008)
Lloyds Casualty Data Increasing incidents: 1/2001-1/2008.
10
Why is TOTS needed? The Inter-Industry Group consists of: INTERTANKO
International Chamber of Shipping (ICS) Oil Companies’ International Marine Forum (OCIMF) European Chemical Industry Council (CEFIC) International Association of Classification Societies (IACS), The International Group of P&I Clubs (IG) International Parcel Tankers Association (IPTA). 10
11
Why is TOTS needed? IIG Conclusions
The primary cause of these incidents could be attributed to the failure of the crew to follow procedures. 11
12
Why is TOTS needed? Human Element Issues
Shortage of qualified seafarers “Poaching” Faster promotions = outstripping the development time needed to train seafarers the development of enhanced compliance cultures The IMO Secretary-General quoted statistics suggesting that some 80 per cent of accidents are attributable in some way to human error
13
Why is TOTS needed? Continuous Improvement
TMSA 2 “To be effective, a management system needs to be much more than just procedures. The Company Leadership/Management should define the company’s values and aspirations and detail how the company intends to achieve the objectives of their stated policies. Management must also provide adequate resources to ensure that the vessels are properly managed, crewed, operated and maintained by well-trained, competent personnel”.
14
Human Element Human Element aspects addressed in TOTS via Crew Resource Management (CRM): Situational awareness Planning & Decision making Communications Teamwork Emotional climate Stress Managing Stress Commercial Organisational Pressures & Morale Fatigue Civil Aviation Authority Management Training Guidance for flight crew CRM Instructors and Examiners
15
The TOTS Objectives Provide a coordinated response by INTERTANKO
Provide comfort to Oil/Cos via a structured controlled process; Enhance competency based training; Provide verification of understanding;
16
The TOTS Objectives Ensure compliance with today’s rules & regulations. “Ease compliance” with Officer Matrix Requirements. Ensure that the team onboard will operate the tanker environmentally aware & safe.

In the Seagull “Training Administrator”
“E-TOTS” Licensing In response to many of Seagulls customers and INTERTANKO members requesting an alternative to paper versions of TOTS: Seagull and INTERTANKO have negotiated a non exclusive agreement to TOTS in E-Format In the Seagull “Training Administrator” E-TOTS provides a simple tool to administer and monitor Officer progress remotely and allow more companies to adopt the initiative with minimal extra workload. E-TOTS Launched April 2009
34
TOTS Implementation “IF” the owners wishes IACS members can undertake TOTS audits: Tanker Companies Against the TOTS standard, to verify that a tanker owners or managers own company "tanker officer competence training system" either: complies fully with the various elements of the TOTS standard elements; or to undertake a gap analysis of that companies "tanker officer competency training system" against the various elements the TOTS standard elements; Training Centres To undertake external audits, with a view to verifying that any Maritime Training Centres, Academies or Universities who furnish TOTS simulator courses meet the TOTS simulator model course standards for TOTS. (The permission granted by INTERTANKO is "not" exclusive and these permissions are a minimum, to allow third parties to undertake this work if they wish).
35
TOTS Acceptability Q: How many have implemented TOTS?
A: “Our current estimate is that 40% of our members have either implemented TOTS or equivalent OR are in the process of implementing TOTS or an equivalent” Q: Will the oil companies accept TOTS? A "If robustly implemented and on a case by case basis we are aware that some of our members have had positive results"
