4  In 2010, the Lee County Commission issued approximately $8.0 Million in Bonds for the purpose of replacing aging bridge structures in Lee County.  15 structures were originally selected to be replaced using these funds.  8 were completed with Lee County performing our own approach work before ATRIP was announced.

6  The ATRIP Program was announced and Lee County focused on resurfacing for the first two rounds.  Round 3 we decided to utilize our bond funds to expand the impact we could have on our bridges.  Awarded 15 bridges in Round 3.

8  Lee County committed to use our bond funds for design, right-of-way and all approach work to be performed by the county.  ATRIP was asked to fund 80% of the structure only.  Our Division expressed concerns about the County performing our own work and did not want to allow it.

9  However, in just six (6) months, working with IP Bureau, County Transportation and the ACEA, a policy was established to satisfy ALDOT about the logistics of Lee County and the contractors working on the same project and handling the traffic control and erosion and sediment control from start to finish.

10  Meanwhile, ALDOT restructured its Divisions into Regions and Lee County was transferred to the Montgomery Area of the Southeast Region.  So, our first bridge project was planned under one Division with construction and final closeout administered by the new Region under a new policy.

11  Lee Road 10, Bridge over Chewacla Creek  AADT = 2,400 vpd, with 15.4% trucks  This bridge closure cut off interstate access for a quarry, a paving company and a local restaurant.  No onsite detour option available. Detour was 15 miles.  High priority project for Lee County.

12  Road was closed on January 26, 2014.  Required bridge was a 115’ single span on drilled shaft foundations with 1,200’ of approaches.  On March 12, 2014, Lee County began the east approach after the contractor completed the east abutment.  County and contractor working simultaneously on the project.

28  Contractor finished barrier rails on May 19 th.  Grooved the deck on May 20 th.  (This was their last item of work.)  Guardrail was placed by County’s local bid contractor on May 21 st.  ALDOT performed an inspection on May 22 nd.  Bridge was opened traffic two (2) days after the completion of the structure.

30  Prior to our bond issuance and ATRIP our average sufficiency rating was a 65.  After we complete these bridges our average sufficiency rating will be an 81.
