Federal Program that started in 1974 in order to provide funding for housing and community development needs. The National Objectives of the Program are to: 1)Benefit low- and moderate-income persons (LMI) 2)Prevent or eliminate slum or blight 3)Address urgent community development needs (Emergency) * Local Decision on Programs & Projects to Fund CDBG Entitlement Program in General

Example Project/Programs that Beneficiary Must be LMI (National Objective) Housing Related Activities Public Services (Limited to 15% of Grant) Economic Development Infrastructure Improvement (In Qualified Areas based on Census or benefits area 51% or greater LMI Area). CDBG requires the following: 5-year Consolidated Plan – Document intended to provide a unified vision for community development actions to meet CDBG goals of decent housing, suitable living environment, & expanded economic opportunities Annual Action Plan 1 year plan describes actions to occur over the coming year Prepared annually CAPER – Comprehensive Annual Performance and Evaluation Report CDBG Entitlement Program - Background
