the “Quality of Life for All” initiative… Aims to enhance capacity of national government in: monitoring development at local level strengthening administrative leadership in social development concerns developing greater responsibility, authority and accountability of local gov’ts in improving & monitoring the quality of life of their people

The “Quality of Life for All” (QoLA) Approach identifies indicators that will define the basic minimum criteria for a decent quality of life… indicators are based on basic needs of a person /family for survival, development, participation, protection and security. a strategy of prioritizing primary requirements to ensure that these basic needs of the individual, family and community are attended to.

Purpose of QoLA Approach – -provide a quantitative framework for area- based local development management. 1. QoLA indicators will be used in: Situation Analysis - as baseline information; Planning- for focused targeting of priority groups; Implementation- ensuring that service delivery is focused on most disadvantaged areas and families; Monitoring/Evaluation- as standards/measurements of performance and effectiveness of interventions.

2. Foster equity / reduce disparity by giving priority to those areas / families who are lagging behind; 3. Promote convergence of efforts among different sectors, agencies and institutions; 4. Maximize resources to serve common targets through integrated, convergence area-based management; 5. Foster community participation & empowerment of local governments, communities and families.

Phase I: “Quality of Life for All” Approach A. Development of the List of the QoLA Indicators for Kazakhstan. Based on global and national development goals and commitments : MDG/ Kazakhstan 2010/2030. B. Presentation of QoLA indicators in GIS Maps (Geographic Information System) Present a spatial comparative analysis of selected QoLA indicators by regions/oblasts.

Advocacy, Alliance Building and Social Mobilization 1.Organization of Technical Working Group / National Steering Committee 2.Review and endorsement of QoLA approach 3.Finalization of Strategy Paper 4.Adoption QoLA indicators as performance indicators of Local Executives 5.Publication of: “Progress of Oblasts” Primer on the QoLA approach 1.Advocacy Meetings across sectors and levels

Decentralization and Local Governance Review - review of existing documents on decentralization -analysis of different models of area-based program on local development strategies/ processes: + advocacy & social mobilization + focus targeting / convergence + community empowerment, + local information system Output: Strategy paper on integrated local development management towards better quality of life for all Kazakhstanis

Phase II: Strengthening Local Development Management Comprehensive Capability Building Program on Integrated Local Development Management ID of local governance training institution. Capability Building Plan with ff. objectives: + strengthen leadership role of local executives + empower communities to participate in development processes Development of advocacy & training material Conduct of multi-level capacity-building activities
