Basic Entitlement f40 says it should: be based on an activity-led formula identify the basic level of educational activity that the country can afford, but not include any additional educational need support

F40 says it: should be based on pupil level data collected through the PLASC needs to recognise the additional costs of providing support in sparse areas must be clearly distinguished from the basic entitlement Additional Educational Need

data should be relevant, reliable, valid and up-to-date proxy indicators should show a high correlation with the need there is a difference between a proxy indicator used to distribute funding and the needs of the pupils rural areas face different challenges from inner cities – but they still face challenges!
