Lao PDR Handicap International Belgium Road Safety Program

Transition Staff change within HIB and in GoL Activities completed, new ones start and more…

Partners Government of Laos NRSC active, system set up, but not yet fully operational on substantive issues - Ambivalent relationship: e.g. GRSP proposals, capacity building, and No MOU - Loss of institutional memory - Restarting the partnership PRSC just set up yet to become operational Traffic Police: good partner, limited capacity Non-GoL partners SweRoad WHO (potentially) NZ Aid

Database At the government level: TP data computerization nation- wide, eventually to be internet-based HIB data collection (hospital survey, helmet survey, traffic counts): twice a year Data used mostly for informing HIB program strategy Limited use for lobbying, wider dissemination – use of media? Further analysis of hospital surveys possible Expand to the development of an injury/disability surveillance system

Public Awareness Initiating the hand-over of the mass media component Bringing together NRSC member ministries – capacity/commitment building Reaching out to broader, rural populations – radio program RS Network to kick start Village visit: consolidated into Community-Based Activity Involving disabled people from RTA in RS advocacy – linkage with CBR, NRC/LDPA Philippe Coste triptychs: http://www.philippecoste.com/journalDriving/journaldriving.htm http://www.philippecoste.com/journalDriving/journaldriving.htm

Education Restructuring of curriculum: national commitment yet low No formal consultation with the partners: development in a vacuum Testing method – evaluation criteria? Roll-out strategy to be developed: through teacher’s college, with NGO’s with education mandate? School visit: limited impact – need rethinking of the implementation strategy

Community-Based Activity Direct implementation along Road 9, Savannakhet Province Community Action Planning Optimizing the use of existing materials/initiatives (school visit, RS game, helmet social marketing) Linking with existing services/initiatives (mobile driving school, etc) Peer learning workshop for up-scaling Multi-village network emerging How to get commitment (without incentives): press release, differential financial/material support? Would it work in urban areas?

Human Resources 6 (4 in Vientiane, 2 in Savannakhet) + 1 coming back soon! Of which, 4 are: less than 6 months in HIB 4 are: less than 25 years old (first job) Largely inexperienced – capacity building as the immediate priority, close coaching required High potential, but not prepared for strategic/analytical tasks in near future Lack of project manager Need for additional human resources: profile?

Direction Compliance or enforcement? Awareness is not enough, renewed focus on behaviour change Work with the private sector as stakeholders: alcohol producers/suppliers, auto industry, petrol industry, transporters (buses, fleets), insurance company, etc Linkage with the disability sector Broader approach/partnership: creating a safer/inclusive community – linkage with non RS partners Broadening, upscaling, handover? Exit strategy
