In other words… No public performances (section 202) Videos can be shown to “a normal circle of family and its social acquaintances”(section 101) Semipublic performance are illegal without a license, this includes schools (Senate Report No. 94-473, p. 60; House Report No. 94-1476, p. 64)

Penalty If a person purposefully shows a video without a license, when one is required, for gain it is a federal crime and they can be fined $150,000 per showing Even if a person inadvertently shows a video there might be a civil fine of between $750 and $30,000.
