Student must be identified as LEP/ELL in 2010-11 AND Identified as LEP in the LEP Collection for at least one of the previous three school years (2006-07, 2007-08, 2008-09, or 2009-10) AND The student must have a valid ELPA test score for 2010-11 as well as a valid ELPA test score in any of the previous collection years where they were identified as LEP (2006-07, 2007-08, 2008-09 or 2009-10).
