1 2011 Base API Changes Riverside County Assessment Network Wes Scott Key Data Systems 1

2 Overview New in 2011 Base API New Components Options Methodology Some Results

3 New in 2011 Base API All CMA scores will count – Grade 10 & 11 ELA and Geometry – May impact SCFs, especially high school Some ASAM and Alternative Education scores will revert to the student’s school of residence Continuous enrollment means no enrollment gap exceeding 30 calendar days (CALPADS) Graduation Rate Grade 8 and 9 Dropout Rate

4 Disclaimer Graduation and Dropout proposed changes – Presented by the CDE Technical Design Group – Being reviewed by PSAA Advisory Committee – Some rules will likely change – Final options to State Board of Education in May – Actual Base API out in May/June

5 New Components Graduation Rate – Schools/LEAs with a Grade 12 – Same targets and calculations as AYP – Class of 2010 4-year cohort rate School level only – no subgroups – 5 and 6 year Graduation rate in the near future Relative weights defined in Ed Code

6 New Components (cont.) Grade 8 and 9 Dropouts – Grade 9 if highest grade in school is grade 9 (69) – Academic year dropout Dropouts during academic year – Transition dropout Finished grade, did not show in next grade in a California school (CALPADS matching on SSID) Accountability at LEA and State level only

7 New Components (cont.) Grade 8 and 9 Dropouts (cont.) – Target is 1% Statewide for 2008-2009 – 1.28% 72% of schools less than 1% 2392 Schools in 2008-2009 – 2008-2009 data 2010 Base API on Dataquest

8 Options Technical Design Group – Option 1 Add two content areas to current calculation – Graduation Rate (weight =.33) – Dropout Rate (weight =.21) – Each represents 10% statewide content area weight – Rejected by PSAA Advisory Committee

9 Options (cont.) – Option 2 Assessment API sub-index (current API) Graduation Rate sub-index – Given a value between 200 and 1000 – 90% corresponds to a score of 800 – School or LEA level only (no subgroups) Dropout Rate sub-index – Given a value between 200 and 1000 – 1% corresponds to a score of 800 – School or LEA level only (no subgroups) Composite API index – Weighted average of the above three – School or LEA level only (no subgroups)

10 Graduation Sub-Index Values above/below 90% – Conversion table – Option A “Conversion without Floor” 0% = 200 points Linear assignment between 0% and 90% 90-100%, linear between 800 and 1000 Graduation Rate (%) Graduation Rate Sub-Index 0%200 60%600 70%667 80%733 90%800 100%1000

11 Graduation - Option A Graduation Rate to API Scale - Conversion without Floor

12 Graduation - Option B – Option B “Conversion with Floor” 60% or less=200 points Linear assignment between 60% and 100% TDG recommendation Graduation Rate (%) Graduation Rate Sub-Index 0%200 60%200 70%400 80%600 90%800 100%1000

13 Graduation - Option B (cont.) Graduation Rate to API Scale - Conversion with Floor

14 Dropout Sub-Index Values above/below 1% – Conversion Table – Option A “Conversion without Floor” 100% = 200 points Linear assignment between 1% and 100% 0% - 1%, linear between 800 and 1000 Dropout Rate (%) Dropout Rate Sub-Index 100%200 4%782 3%788 2%794 1%800 0%1000

15 Dropout - Option A Dropout Rate to API Scale - Conversion without Floor

16 Dropout - Option B – Option B “Conversion with Floor” 4% or less=200 points Linear assignment between 4% and 0% TDG recommendation Dropout Rate (%) Dropout Rate Sub-Index 100%200 4%200 3%400 2%600 1%800 0%1000

17 Dropout - Option B (cont.) Dropout Rate to API Scale - Conversion with Floor

18 Proposed Overall API Calculation (Assessment Sub-Index x Assessment Weight x # Students with Valid Scores) + (Graduation Rate Sub-Index x Graduation Weight x # Potential Graduates) + (Dropout Rate Sub-Index x Dropout Weight x # Potential Dropouts) divided by (Assessment Weight x # Students with Valid Scores) + (Graduation Weight x # Potential Graduates) + (Dropout Weight x # Potential Dropouts) equals Overall API

19 Weights PSAA requires Assessments to be at least 60% Actual weights yet to be determined Examples: Sub-IndexesExample 1Example 2Example 3 Assessment Sub-Index0.600.800.90 Graduation Rate Sub-Index0.300.150.05 Dropout Rate Sub-Index0.100.05

20 Impact Depends on the district – Higher API schools often have higher graduation rate and lower dropouts – Lower API schools will likely be more negatively impacted. Depends on the weights

21 Likely Options Graduation – PSAA Advisory Committee focusing on Option A (no floor). – Revised cut points Linear from 70% to 100% instead of 90% to 100% More beneficial to lower scoring schools/LEAs

22 889

23 Likely Options (cont.) Dropout – Focusing on Option B (with floor) – Revised cut points 800 at 0.5% instead of 1% Floor at 20%

24

25 Likely Options (cont.) Index weights – Moving towards 70%, 20%, 10% – Not as harsh on low API schools/LEAs
