What came next? We asked the University for a list of Capabilities: Research Labs/Centers Funded Projects/Initiatives Specialty Faculty Areas of focus Student Clubs/Organizations OV-4

How did you conduct your needs assessment? We compared the Universities capabilities to our capabilities and needs: The need was based on our current Statement of Work (SOW) on the Mission Operations and Integration (MO&I) contract The capabilities were discussed prior to working up an assessment When the assessment was complete: We met with the University Point of Contact (POC) to discuss the assessment and areas of focus The assessment must be agreed upon by both parties OV-5

Formation of the Agreement The Project scope is based on the needs assessment and it should tie directly to the Government SOW Symbiotic (both parties could live and grow from the work) Complemented our current skill set Supplemented our workforce (not become the workforce) OV-6

What are the main parts of the Agreement? Proof of Eligibility Benefit Statement Technical Assessment Gantt Chart or Project Schedule Cost Based on Level of Effort (LOE) Any Other Direct Costs (ODC) (travel or materials) OV-7

How did we put the Contract in Place? Once the agreement is approved by the NASA Office of Small Business Programs (OSBP), the NASA Contracting Officer (CO) will issue a Mod to the Prime The Prime will typically need to put a Subcontract in place for the University support: Certs and Reps A POC for the Purchase Order Regular Invoicing from the University OV-8
