ODFW Framework Fish Habitat Distribution Data Development April 29, 2015
2
Project Objectives Leverage recent migration to the NHD Improve Framework Fish Habitat Distribution (FHD) Data to: – Maintain data currency – Refine data accuracy – Fill gaps – Maximize data utility – Advance integration between sources – Meet the needs of more end users
3
Project Staff Jon Bowers, OFDW GIS Coordinator (lead) Erin Gilbert, ODFW Assistant Monitoring Coordinator Ruth Schellbach, ODFW GIS Technician Jay Stevens, BLM GIS Specialist Clara Dair, USDA Forest Service Data Standardization Team Lead
4
Project Scope Reconcile current FHD data with ODFW monitoring sample frames Update FHD Basis attribution Integrate data from BLM, USFS and improve maintenance workflows Edit the NHD to fully support FHD data
5
Relationship to Oregon Framework Improve existing Framework FHD data Develop new FHD data Inform updates to Framework fish passage barrier data Update Framework hydrography (NHD)
6
Expected Benefits fish passage improvement planning including net benefit analyses fish conservation and recovery planning habitat restoration and reporting fish population monitoring designating Endangered Species Act critical habitat designating state defined Essential Salmonid Habitat transportation planning water quality standards enforcement and water rights planning
7
Methodology FHD Data Standard and Data Management Plan will be applied Four separate project components
8
Sample Frame Reconciliation (#1) Overlay analysis incl. “bulk” processing. Review unique cases. Conduct extensive QA.
10
FHD Basis Attribution Updates (#2) Develop models for network tracing Initiate from cases of DocObsFish Update Basis (and Reference) attribution for qualifying opinion-bases records Basis Example
12
Interagency Data Integration (#3) Coordinate to align database schemas Conduct overlay analyses to reconcile between databases Manual data review / processing Establish maintenance workflows, either through versions or web services Data reconciliation example
14
FHD / BLM (ARIMS) Comparison
15
NHD Updates (#4) Utilize NHD Editor Tools Follow NHD update protocols Job check out, edit, QA, check-in Create / update Flowlines to support FHD data Synchronize FHD events with the NHD
