1 DRAFT TOR FOR HUMAN RESOURCE FOR HEALTH GROUP

2 Background  HRH are important for improving quality of health care  HRHG is required to response the HRH challenge in VN  HRHG is the technical group of HPG to: - Provide support MOH in implementing the National Health policies, and HRH policy - Increase coordination among MOH and development partners - Enhance effective engagement of all partners for the National strategy for HRH development.

3 Goal and objectives of HRHG Goal To support MOH in strengthening capacity to plan, manage health workforce, implement HRH policies and to maximize the efficiency and effectiveness of using resources for HRH in Viet Nam. Objectives  To support MOH to formulate the policies on HRH management and development in Vietnam  To support MOH to disseminate and implement the HRH policies  To share, and discuss country problem, priority required actions  To strengthen health workforce governance and management

4 Working arrangements Membership and representation  HRHG is opened for all interested national and international agencies, individuals in Viet Nam.  1-2 representatives of each agency to be involved. Participation of the Government  Relevant MOH’s departments and other Government partners.

5 Sub-groups Sub-working groups will be set up for specific issues: (1) HRH management group (2) HRH production/ training group.

6 The priority of HRH management sub-group HRH strategy/ plan HRH projection HRH policy implementation Effective using HRH HRH retention HRH information system, Minimum data of health workforce HRH research HRH in private sector HRH migration HRH responsive to the globalization and implementation of ASEAN agreement

7 The priority of HRH education/production group (The Training and Science Dept give more suggestions): HRH strategy/ plan ( coordinate with HRHMG) HRH projection ( coordinate with HRHMG) HRH training policy implementation HRH Training system HRH education reform Accreditation Improve capacity of training HRH training policy.....................

8 Chair of meeting  Leaders of MOD and Dept of Science and Training will be a chair by rotation, with a co-chair representative of development partners.  The co-chair will be shared among NGOs, the UN, bi-lateral and multilateral partners by rotation. Co-chair for the following meeting will be selected during each HRHG meeting. Responsibilities of co-chair : - To prepare the agenda and other document; - To chair the meeting; - To take meeting minutes; - To follow-up the conclusion and recommendation of the meetings.

9 Secretariat Who will be a secretariat for HRHG from international partner, HPG secretariat and relevant Depts of MOH ( To be discussed and decided), Responsibilities  To maintain list of HRHG and sub-working group members  To develop the agenda for every meeting  To coordinate with the MOD n Dept for distribution of invitations, agendas, and meeting minutes for all HRHG and sub-working group meetings;  To assist for organizing the meetings;  To provide support and assistance to the HRHG and sub-working group chairs to facilitate the quarterly meetings  To maintain a record of all HRHG and sub-working group meeting agendas, minutes, and presentations  To maintain the matrix of HRH activities of relevant organizations;  To coordinate special activities defined by the HRHG or the sub-working groups  To promote coordination between working groups  Update the relevant HRH activities

10 Frequency of meetings The HRHG will meet regularly on a quarterly, Please specify the time XXXXXX Meeting Format: HRHG meetings will be structured to routinely include the following issues Thematic or Technical presentation by a member or invited presenter MOD and Dept of Science and Training update about Policies, guidelines on HRH and related policies Coordination, Advocacy, and opportunities Information sharing and announcements (to include brief reports from each sub-working Group)
