Systems Approach The Evolution of Environmental Management (EM) Pollution Prevention Regulatory Compliance Strategic Environmental Management
3
The Future of Pollution Prevention (P2)... Environmental Management Systems (EMSs) “ Environmental Management System ”

Evolution of an Organization’s Environmental Management Noncompliance waste & pollution Pollution control compliance Pollution Prevention Environmental Management Systems (EMSs) Energy, Water & Resources Conservation Product stewardship Design for Environment Life-Cycle assessment Environmental Management Accounting Environmentally Preferable Purchasing Eco-efficiency Sustainability [Unprepared] [Reactive] [Compliant] [Sustained] [ Market Driven ] [Competitive Advantage]

rKeep EMS simple. Use what you already have in place. Don’t detail it to death. rIt doesn’t have to be perfect out-of-the-gate. Remember the concept of ‘continual improvement’! EMS challenge areas… Determining aspects/impacts & significance Communicating EMS to all functions & levels of the organization Communicating EMS to all suppliers & contractors Communicating with additional external interested parties Environmentally-involved & aware employees EMS provides change management capabilities EMS Design & Implementation: Lessons Learned
6
Knowing your organization’s culture is critical Implementing EMS is about people Environmental manager (EM) & activities have greater visibility EM roles & responsibilities change (operational to long-term focus) It’s hard for EM to relinquish control, assume managerial responsibilities & project management, function in business mindset, overcome histories (‘police’ & ISO 9000) & build new relationships throughout the plant EMS Design & Implementation: Lessons Learned

Why Implement an EMS? Enhance mission/combat readiness Boost operational efficiency & consistency Improve compliance assurance Promote environmental involvement Supports sustainability/stewardship Meet top ‘management’ directives ðExecutive Order 13148 ðArmy EMS Policy Memo (5 Apr ’02) ðDeputy Secretary of Air Force Memo (July ’02)
10
EMS Perceptions “EMS is an industry thing.” “I’m going to be told how to do my EMS.” “I’ll have to get ISO-14001 registered.” “I’ll never have another compliance violation.” “Once I get the EMS in place, I’m done.” “What do universities know about EMSs?”
11
What Makes an EMS Different From What We Already Do? Continual environmental performance improvement Opportunities in non-regulated areas ‘Environmental’ part of everyone’s responsibilities including ‘top management’
12
EMS Training Task Objectives Develop military-sector user-group for EMS implementation training & technical assistance Assist installations learn how to plan, implement, and audit ISO 14001-aligned EMSs Transfer proven installation, industrial and public sector “lessons learned” in EMS implementation
13
Tiered-Training Approach Tier 1-open to all Region 4 installations ðFour training days in Atlanta Session 1: Orientation & overview of implementing an EMS Session 2: Planning & managing the EMS Session 3: Getting results through a performance-based EMS Session 4: Documentation, auditing & continual improvement Suggested start date: Fall 2002 Completion: EOY 2003
14
Tiered-Training Approach Tier 2-open to at least 16 Region 4 installations ð“Hands-on” EMS planning, implementation and auditing/focus on “challenge” areas ðEach university partners with small group of installations ðFacilitate EMS implementation in operational areas ðWithin each state, each university & participating installations will develop training format Suggested start date: Fall, 2002 Completion: EOY 2003
15
What the Training is Like Focus on the managerial/cultural as well as technical considerations of EMS implementation Hear mentors (Tier 1)—Elgin AFB, Camp Lejuene, Ft. Lewis (tentatives) Learn proven implementation strategies (pilots) Highly participative (50% lecture/50% exercise) Complete key EMS tasks in-class/homework Download EMS materials from DoD only web access (Denix after pilot) Networking opportunities with other installations, services & mentors
16
Training Benefits Allow time to implement system Get jump by using a “free” resource for EMS training and tool development Be leader in DoD EMS implementation required by EO
