Advancing Government through Collaboration, Education and Action Open Data/Government In the 2013 Second Open Government National Action Plan, President Obama called on Federal agencies to harness the ingenuity of the public by accelerating and scaling the use of open innovation methods, such as citizen science and crowdsourcing, to help address a wide range of scientific and societal problems:2013 Second Open Government National Action Plan Advance and accelerate scientific research through group discovery and co-creation of knowledge. For instance, engaging the public in data collection can provide information at resolutions that would be difficult for Federal agencies to obtain due to time, geographic, or resource constraints. Increase science literacy and provide students with skills needed to excel in science, technology, engineering, and math (STEM). Improve delivery of government services with significantly lower resource investments. Connect citizens to the missions of Federal agencies by promoting a spirit of open government and volunteerism. On November 21, 2014, the Office of Science and Technology Policy (OSTP) kicked off development of the Toolkit with a human-centered design workshop. The workshop was planned and executed in partnership with the Office of Personnel Management’s human-centered design practice known as “The Lab” and the Federal Community of Practice on Crowdsourcing and Citizen Science (FCPCCS), a growing network of more than 100 employees from more than 20 Federal agencies.Federal Community of Practice on Crowdsourcing and Citizen Science 7

Advancing Government through Collaboration, Education and Action Financial Management Accomplishments: –Delivery of results from the Centers of Excellence Framework –Conducted a 4 part series of Data Act panel sessions Current Activity: –Kicked off and conducted considerable work on the VA Medical Center Financial Management Project –Kicking off new Data Act sub-work group to expand on panel sessions Planned Activity/Goals: –Delivery of VA Medical Center FM Project Results Q2/FY2015 –Data Act Brief on Data Standards Q1/FY2015 –Determine next steps for Center of Excellence work Q2/FY2015 12

Advancing Government through Collaboration, Education and Action Shared Services Accomplishments: –Developed committee charter and selected leadership team –Participated in development of the Shared Services conference –Participated in other ACT-IAC committees conducting shared services –Identified areas of overlap among shared services efforts in different committees Current Activity/Planned Activities/Goals for six months: –Identifying government partners for the committee –Drafting initial three project ideas –Finalizing call for volunteers for January kickoff –Kickoff initial project in collaboration with government sponsors 13

Advancing Government through Collaboration, Education and Action IV&V Completed IV&V Best Practices for Shared Services paper and delivered to GAP Initiated topical IV&V roundtable discussions at monthly meetings to increase committee engagement Began exploring new project ideas including: –IV&V Guidebook –Agile IV&V-related project TBD –Project TBD collaborating with Governance committee We remain interested in documenting IV&V projects that have been completed, but still need direction/introduction to project owners/stakeholders who can work with us. GAP assistance would be appreciated. Goal for next six months is to identify two or more projects with government sponsorship. 14

Advancing Government through Collaboration, Education and Action Governance Founded within the last three months. Found a chairperson and a co-chair and started looking into project ideas. Defined the purview and main areas of focus for the government committee. Currently working to identify and get better definition around initial projects and to find Government sponsors. We are in the initial stages of planning one defining panel and one research project (with at least one deliverable) into best practices related to gaining C-level ROI and support for Program/Project Management activities. This could potentially be a continuing project that extends beyond six months. In the next six months, we would like to submit at least one project deliverable, better gain an understanding of the Governance committee's role throughout C&T and ACT- IAC and establish a corps of volunteers for Governance activities. 15

Advancing Government through Collaboration, Education and Action Following Up MOC The Leadership Toolkit Support MOC Lead Planning, Management & Delivery (PMD) Priority Area Three parts: Building an Agile PMO: There was agreement that a traditional PMO and its processes need to be adapted to support Agile development. This could potentially be structured as a hands-on case study with different teams and a brief out at the end. The content can then be used by the Priority Area or a SIG for a future event to continue the dialogue (IV&V) Beyond the Buzz: A game format that focusses on the learning beyond the “buzz words” like Agile, Scrum, Kanban, DevOps, Program vs Project Management. The session will be designed to use a fun format to explain these concepts and offer examples of where that concept is in use. It will be a way to create exposure to topics that might eventually become individual classes through the academy. TBD: probably want one around Leadership. Sonny mentioned that FEI has some good stuff that we might be able to leverage. 17

Advancing Government through Collaboration, Education and Action Program and Project Management Planning, Management & Delivery (PMD) Priority Area Focus: The need for good program management and project management, bringing about the awareness of this into the business folks and showing them clearly where there is the ROI. Once this is all defined, work with the University folks to come up with a good framework to be taught to interested folks.
