INC Report to the NANC 2 Overview About INC INC Meetings/Membership Issue 497: Identify Changes to INC Guidelines Based on NANC’s Report and Recommendation, VoIP Service Providers’ Access Requirements for NANP Resource Assignments (July 19, 2005), and FCC Report and Order (FCC 15-70, June 22, 2015). Issue 748: Assess Impacts on Numbering Resources and Numbering Administration with Transition from Public Switched Telephone Network (PSTN) to Internet Protocol (IP). Issue 788: 555 Line Number Assignments and Reclamation. Issue 798: Add Language to the p-ANI Guidelines regarding Documentation Needed for Non-Exclusive Nationwide FCC Licenses.

INC Report to the NANC 3 About INC The Industry Numbering Committee (INC) provides an open forum to address and resolve industry-wide issues associated with planning, administration, allocation, assignment and use of North American Numbering Plan (NANP) numbering resources within the NANP area. INC Report to the NANC 4 INC Meetings Meetings Since the previous NANC meeting, INC held one face-to- face meeting in July 2015 and two interim meetings in July and September 2015. INC is also meeting this week in Washington, DC.

INC Report to the NANC 5 Issue 497: Identify Changes to INC Guidelines Based on NANC’s Report and Recommendation, VoIP Service Providers’ Access Requirements for NANP Resource Assignments (July 19, 2005), and FCC Report and Order 15-70 At NANC’s request in 2005, INC reviewed the NANC’s report (VoIP Service Providers’ Access Requirements for NANP Resource Assignments) and crafted changes to relevant sections within INC documents that may require modifications should the FCC issue an order addressing VoIP provider access to numbers. In June 2008, INC tabled this Issue pending action by the FCC. INC moved this Issue to active status on July 10 th due to the release of FCC Report and Order, Numbering Policies for Modern Communications (FCC 15-70, June 22, 2015).

INC Report to the NANC 6 INC identified the following areas that require updates to INC Guidelines: Authorization for obtaining resources; Intermediate numbers; Facilities readiness; VoIP Positioning Center (VPC) access to p-ANIs; and CFR references and definitions. INC Report to the NANC 7 Issue 748: Assess Impacts on Numbering Resources and Numbering Administration with Transition from Public Switched Telephone Network (PSTN) to Internet Protocol (IP) Pursuant to the LNPA WG whitepaper on non-geographic number portability, which noted that INC should address impacts to non-geographic number assignment, Numbering Resource Utilization/Forecast (NRUF) Report impacts, and number management rules and standards, INC is discussing these issues.

INC Report to the NANC 8 Issues 788: 555 Line Number Assignments and Reclamation NANPA filed, and the FCC approved, a change order to meet its obligations in the technical requirements document. As a result of the change order, on June 17 th, the moratorium on all new assignments of 555 line numbers went into effect. On June 19 th, NANPA issued a Planning Letter (PL-483) that serves as the final notice to assignees before the resources are reclaimed. Responses are due by October 1 st. To date, NANPA has not received confirmation that any 555 line numbers are in service. As of July 1 st, approximately 1,000 assignments have been either returned or reclaimed. INC will review the results of the NANPA outreach to determine whether to make updates to INC Guidelines and/or determine the best use of this resource.

INC Report to the NANC 9 Issue 798: Add Language to the p-ANI Guidelines regarding Documentation Needed for Non-Exclusive Nationwide FCC Licenses The RNA received the first instance of a non-exclusive 3650-3700 MHz Radio Service nationwide FCC license as proof of certification, and asked the FCC for guidance. The FCC advised the RNA to also request the 3650- 3700 MHz Service Registration Acceptance Letter from the FCC to establish both that the applicant has registered fixed sites and base stations, and the location of those sites. Section 2.7 of the p-ANI Guidelines was updated to direct p-ANI applicants to provide this additional documentation when using this type of FCC license.
