3 Multi Function Phased Array Radar 3 Federal Aviation Administration 11 September 2007 EA Surveillance Roadmap Key Decision Points 77 (2011) - Decision to implement the NEXTGEN primary radar systems which includes weather surveillance 77A (2014) - Decision for replacement of legacy primary radars (ASR-8, ASR-9), based on air traffic safety and weather surveillance requirements 95 (2024) - Decision for replacement of terminal primary radars (ASR-11 PSR) and removal of terminal beacons (ASR-11 MSSR) Roadmap Assumptions –En route primary radars (LRR) not required for normal ATC operations

4 Multi Function Phased Array Radar 4 Federal Aviation Administration 11 September 2007 Surveillance Assumptions Backup to mitigate loss of on-board GPS positioning source required –“Surveillance/ Positioning Backup Strategy Alternatives Analysis Report” completed in January 2007 Retain all en route beacons (~150 monopulse systems with selective interrogation) Retain limited set of terminal beacons at Operational Evolution Plan (OEP)/High Density Terminals(~50 locations) All terminal primary radars are retained (Used as safety (ATC) backup) The Backup Strategy retains the Primary and Secondary Radars at selected locations past 2025. Additional technology refresh/SLEP work is required

6 Multi Function Phased Array Radar 6 Federal Aviation Administration 11 September 2007 EA Weather Roadmap Key Decision Points 77 (2011) Decision for replacement of legacy primary radars (ASR-8, ASR-9), based on air traffic safety and weather surveillance requirements 77A (2014) Decision to implement the NEXTGEN primary radar systems which includes weather surveillance 84 (2016) – Decision to decommission ground-based wind shear capability (TDWR, WSP & LLWAS-RS/NE and replace TDWR with less expensive weather radar) 91 (2018) – Decision to implement NextGen wind shear capability (replacing TDWR, WSP & LLWAS with less expensive weather system) 92 (2018) – Investment Decision for NEXRAD (SLEP or replace with NextGen Wx Surv capability)

7 Multi Function Phased Array Radar 7 Federal Aviation Administration 11 September 2007 MPAR R&D Funding (expected) FY07 - $0.38M –FAA Weather Algorithm Study (MPAR impact) –Terminal Surveillance Radar Requirements Study (ADS-B Back-up) –Preliminary Architecture refinement (previous year funding) –SE Support (CONOPS development, O&M cost study) FY08 - $0.50M (NNEW) –Prototype T/R module fabrication and test –Architecture performance/cost risk reduction effort –SE Support (trade studies, CONOPS development, etc.) FY09 - $4.90M (RWI) –Initiate MPAR Pre-prototype Development (requirements, design) –Continue performance/cost risk reduction efforts Projected Out-year FY10 - $ 6.7M FY11 - $11.0M FY12 - $12.0M FY13 - $22.0M (FAA only) (Other Agency contributions expected to support the cost of full MPAR R&D effort)
