Capital Insight Conference Occupational Health & Safety Awareness Training Safe Design Why is safe design a concern for Project Managers? Because Project Manager/Owner obligations are defined in legislation Because absence of safe design costs lives Because improving safety in design is currently a key part of a national safety initiative Because Project Managers procure design services Because practical obligations are not clear and typically not well understood by designers Because Project Managers review design deliverables Because Project Managers’ responsibilities include ensuring designers comply with their contract

(2)Without limiting the generality of subclause (1), the controller must identify hazards arising from: (a) the layout and condition of the premises, including the presence of a confined space, and (b) the physical working environment, including the potential for: (i) people slipping, tripping or falling, and (ii) objects or structures falling on people, and (c) the presence of material containing asbestos. (3)A controller of premises must ensure that hazards are identified: (a) during any design of the premises, and (b) before the premises are provided for use as a place of work.

Capital Insight Conference Occupational Health & Safety Awareness Training Designers must consider the best way to protect the health and safety of people who: are engaged in the construction process (including initial construction, modification and demolition); occupy or use the premises; and maintain, clean and repair the building. OH&S design processes need to identify and consider those hazards affecting the workplace during the entire building life cycle, and to eliminate or minimise the impacts of these hazards.

7
Capital Insight Conference Occupational Health & Safety Awareness Training Compliance with the Building Code of Australia (and relevant Australian Standards) alone does not constitute compliance with legislative requirements for safe design. Safe design dictates a risk based approach where treatments for OH&S design risks are predominantly, but not totally, addressed by compliance criteria such as the BCA.
