2  2005 CEN – all rights reserved SUMMARY Regarding CEN/TC 12 portfolio of standards, the main 2011 highlights are linked with European Regulations, as well as relations with National regulators (31 off) and European regulators (European Commission). This is why we are going to show you large extracts of what we presented to a.m. regulators in Brussels on March 22 nd 2011, and is self-explanatory. 4  2005 CEN – all rights reserved Introduction  SCOPE of CEN/TC 12: Standardisation of the materials, equipment and offshore structures used in the drilling, production, transport by pipelines and processing of liquid and gaseous hydrocarbons within the petroleum, petrochemical and natural gas industries, excluding gas infrastructure from the input of gas into the on-shore transmission network up to the inlet connection of gas appliances (covered by CEN/TC234) and those aspects of offshore structures covered by IMO requirements (ISO/TC8). The standardization is to be achieved wherever possible by the adoption of ISO/TC 67 standards. Gilles TRICAN, TC 67/SC 4, May 2011

5  2005 CEN – all rights reserved Historical context  Industry standards have been developed within American Petroleum Institute (API) since 1923. For example, steel casing and tubing used in oil and gas wells have been defined by API 5CT for more than 80 years, and periodically revised.  ISO standards have been developed within ISO/TC 67 for over 20 years with a goal of having global standards used worldwide.  90% of these ISO standards have been adopted as EN ISO standards. 6  2005 CEN – all rights reserved Current standards development (1)  New standards are developed under ‘Vienna Agreement with ISO lead’, with active involvement of European experts coming from all stakeholders.  Same applies for revising existing standards from our portfolio (parallel process with ISO lead also).  The EN ISO standards are technically identical to the ISO standards, meeting the needs of the European stakeholders. 7  2005 CEN – all rights reserved Current standards development (2)  A European Project Leader (EPL) is appointed for each EN ISO project within CEN/TC 12.  The EPL manual clearly defines the role and responsibilities of the EPL : Ensuring that both Environmental aspects and Regulatory aspects of the project have been checked.  The EPL manual was designed as a practical tool-box, with check-lists and useful information.  Making sure there are no contradictions with any applicable Directive is the main task of an EPL.

8  2005 CEN – all rights reserved Current standards development (3)  A specific “European Annex” can be drafted within the ISO standard to fit the needs of European stakeholders. For example, work is on-going on Annex M of ISO 3183 which defines line pipe (tubulars to be used in pipe- lines) to fit specific requirements of natural gas transmission onshore pipelines within Europe. 10  2005 CEN – all rights reserved Present standards portfolio  A coherent set of more than 135 standards, achieved by global consensus, revised every 3 to 5 years, based on current state of field proven technology.  This set is aligned with ISO/TC 67 portfolio of standards as a key instrument to provide technical integrity.  In a global world of manufacturers, contractors, and operators, this global coherency should be maintained. 11  2005 CEN – all rights reserved Follow up on Macondo and Montara accidents  CEN/TC 12 experts participated actively in the work done by ISO/TC 67 Ad-Hoc Group “Recent Industry Events”. Action plan agreed.  CEN/TC 12 agrees to work together with ISO/TC 67 on the actions identified in the report.  ISO/TC 67 contacts with regulators worldwide in various fora (such as IRF) have also been taken into account. 12  2005 CEN – all rights reserved Potential ways forward  CEN/TC 12 welcomes the invitation to study solutions to fill the gaps between the EU regulations and standardization, especially the product safety regulations in relation to the European oil and gas industry.  For example :  If needed, identify EN ISO standards for which an European Annex would be necessary and then draft a specific annex to demonstrate compliance with essential requirements of relevant Directives. or  Revise selected existing EN standards with the inclusion of an “annex Z” when formally requested by the European Commission under a mandate to develop an harmonized standard. 13  2005 CEN – all rights reserved  As a European Committee, CEN/ TC 12 will do all that is needed to fulfill the needs of European stakeholders (Regulators, Manufacturers, Contractors, Operators, etc. ). --------------------- end of presentation to European regulators--- So now : We are awaiting for a “Mandate” from EU Commission that will detail what is expected from CEN/TC 12. We are also closely following various possible changes in the scope of work (or domain of application) of some European regulations (Directives). Example : Oil/Gas wells have been up to now excluded from the Pressure Equipment Directive. Gilles TRICAN, TC 67/SC 4, May 2011

14  2005 CEN – all rights reserved Situation with Elevators  Elevators used on drilling rigs are described in ISO 13535 which has been under revision for a long while.  Following various near-accidents and accidents in the North Sea, an European regulator suggested to a « generic » TC (CEN/TC 147, in charge of Cranes, lifting equipment, …) to generate a new document to describe Elevators with more stringent requirements related to safety.  This work has been performed in WG 21 of CEN/TC 147, and a draft of a revised EN 13155 (which now includes Elevators) is ready for ballot this summer. A number of points could be of interest.  We offered to work in collaboration with WG 21 but this was refused by CEN/TC 147.  Urgent action is needed from ISO/TC 67/SC 4

15  2005 CEN – all rights reserved CONCLUSION  We are hoping to be able to mobilize sufficient ressources in Europe to perform the additional work that will be expected from us.  Moreover, we will do our best not to loose the coherent set of standards developped with ISO/TC 67 during the last 20 years.  We are convinced that it is unacceptable that two different /conflicting standards describe the very same equipment, and are working to avoid this happening.  Thank you for your questions.
