Exercise Intent To improve the ability of the State of Texas to respond to hurricanes along the Gulf Coast. Focus on special needs evacuation Include all five Hurricane Evacuation Areas Focus on evacuation / sheltering and the problem areas identified during Katrina/Rita Incorporate lessons learned from past hurricanes.

Hurricane Exercise Program Objectives Enhance capability to respond to a catastrophic hurricane. Coordinate with the local jurisdictions and State Operations Center through the shelter hubs to manage shelters in accordance with priorities established in State and local plans and procedures. Manage evacuation in accordance with State and local traffic management plans to ensure desired outcomes.

Exercise Concept Functional/Full Scale Exercise (June 4-8) Each region will have some full- scale piece Evacuation – Evac. hub operations Sheltering – Reception Center operations Each jurisdiction will participate for one day

Exercise Schedule Local Exercise starts at H-72 Or whenever decision would normally be made to evacuate Monday - SOC begins operations at H-120 Tuesday - Valley, Coastal Bend, Matagorda & San Antonio exercise Wednesday Houston-Galveston, Lake Sabine, Austin, Dallas, Texarkana and Tyler exercise Valley, Coastal Bend, Matagorda & San Antonio node AAR Thursday - Houston-Galveston, Lake Sabine, Austin, Dallas, Texarkana, Tyler and SOC node AAR Friday – Consolidated AAR at SOC H-72 – 72 hours before gale force winds (39 mps) hit the coast

Exercise Concept (Cont’d) Evacuation Identify evacuation hub location for each region Identify where evacuation vehicles will come from Identify who goes in ambulance and who goes in buses Convert school buses to litters for Special Needs Cat. IV Identify where medical personnel and equipment will come from for SN Category IV buses Verify database of special needs within jurisdiction Use a tracking system to tag all evacuees Identify who will provide food & water to the evacuation hub
