Since 30 years developing countries – specially Africa – have been trying to get out the vicious circle of poverty,
10
almost all have embarked on ambitious programs of diversifying their traditional exports based on raw materials and agriculture
11
in favour of value – added manufactured goods.

Many have failed and got poorer and poorer than they were at “independencies” time.

But for others : small encouraging results are emerging from adequate reforms and repeated adjustments :

thanks to the liberalization of international trade and the commitment of some developed countries and effects of “good programs” implemented by UN agencies.

Such reforms are conducive to economic development

– at least in theory …..

….. in fact liberalization is a tool of development only when the trade if fair :

when the trade is fair : both partners have equitable trade-capacity, no dumping, no protectionism ….

On the other hand fair trade suppose -as a minimum requirement – : the production of competitive exportable products.

This suppose :

availability of adequate “production technology”

in order to be able to produce at acceptable costs.

In fact, programs of “technology transfer” from developped countries towards low developped countries have been implemented …

… but a new challenge has arisen :

technology transfer suppose the capacity of absorbing this technology.

Then comes in the need of capacity building.

The aim of this presentation is to show that new technologies – namely ICT – offer a space …

a space… where low developped countries can acquire rapidly “capacity of industrialization”

… “capacity of industrialization” because based mainly on knowledge not on “technological know-how ” where developed countries have advance

and then compete equitably and get a share on the international market.

Capacity building in ICT Industrialization being based on knowledge is accessible to
32
accessible to “ intelligentsia ” from low developped countries at the same level as it is for developped countries.

Then competing with same arms would lead to a fair trade.

Capacity building in ICT will be brought by:

“ ICT in Education and ICT for Education ”,

we will show this by example of success stories in some countries, like Rwanda.

4. innovate with incentives for private sector to invest in ICT based industry

and negotiate for them an increasing share on market, with international agreements like AGOA, bilateral or multilateral

5.encourage innovations and set high standards for excellence and quality assurance, ISO qualification … etc for competitiveness ………….

6. give incentives like exemption of customs duties for generalization of use of ICT in local SMEs, micro- enterprises, banks, local administrations ….
