4.  Policies and procedures must support recovery based practices  Agencies must put their money where there mouth is when implementing programming  Accepting the liability and continuing to provide programs even when afraid

5.  Do not accept discrimination from others who would limit a persons potential  Advocate against state rules that undermine recovery efforts  Get involved nationally to address rules that create barriers

6.  Administrative structures must support recovery practices for people with severe mental illnesses  Be bold and push limits  Accept the liability fact that comes with doing something new
