12. Foreign Policy under Roosevelt By 1905, Latin American countries took out loans to build up industry. Roosevelt feared they would not be able to pay them back. –Feared European powers would try to intervene. As a result, he created the Roosevelt Corollary –Extension of the Monroe Doctrine. –Said the US would now use force to protect its economic interests in Latin America.

Foreign Policy under Taft Used dollar diplomacy: –Government policy of supporting American bank’s loans to foreign countries. –Supposed to be beneficial for bankers (who receive interest) and the borrowing country (who invest in profitable industrial ventures). Allowed the US to have influence is any country borrowing money. Gave the US a reason to go in if they should fail to pay back their loans.

Foreign Policy Under Woodrow Wilson Extended the Roosevelt Corollary and created Missionary Diplomacy –America had the moral responsibility to deny recognition to any Latin American gov. it viewed as oppressive, undemocratic, or hostile to US interests. Immediately Mexico tested the policy when Mexican peasants overthrew the Mexican gov. killing the president. Wilson refused to recognize the new regime.

15. Intervention After the new gov’t collapsed, the US formally recognized the new president Venustiano Carranza. Two men Francisco “Pancho” Villa and Emiliano Zapata led a Mexican Revolution in opposition to Carranza. Pacho Villa and Zapata and their followers were anti-American and murdered groups of Americans on 2 separate occasions. Wilson sent troops in to put down the revolution. However, as war in Europe became more imminent, Wilson backed down.
