The Japanese Empire was at war with China throughout the 1930’s. In the late 1930’s, the United States began to put embargos on scrap steel and oil to Japan. Hoped to force the Japanese to leave China without war. The United States was following a plan of ISOLATIONISM (Staying out of the affairs of the rest of the world)

The Japanese were angry about not being able to purchase scrap metal from the United States. It slowed their military production The Japanese began to plan to get the needed resources from the Pacific nations and islands. Indonesia – oil Southeast Asia – Rubber China - Metals

The United States wanted to use diplomacy to get the Japanese out of China. United States moves US Navy from California to Hawaii Japanese considered this a threat. Japan’s military government wanted to get the United States and Europeans out of the Pacific forever. Japan planned to attack the U.S. Fleet at Pearl Harbor

Japanese hold war games and practice the attack for months! Diplomacy was going on until November 27 th, 1941. The Japanese fleet was at sea moving toward Pearl harbor at the same time….
