7 91 PROJECT Extends the 91 Express Lanes from the Orange County Line to I-15 in Riverside County Adds a new general purpose lane in each direction Rebuilds several interchanges Makes needed street and access improvements in the City of Corona Constructs a number of auxiliary lanes at key locations to ease access on and off freeway

8 PROJECT NEED CONGESTION RELIEF 91 is main route between two counties 280,000 vehicles daily, 140,000 more by 2035 Second worst commute in U.S.; 8 hours of traffic congestion per day (Reference: INRIX National Traffic Scorecard 2010 Annual Report 100 Most Congested Corridors) SR-91 at Green River - Corona

9 ESTIMATED PROJECT COST AND FUNDING APPROACH $1.4 billion – project cost – Three-legged funding stool Toll revenue bonds Federal loan (TIFIA – Transportation Investment Finance Innovation Act) Measure A sales tax (and other public funds) Funding approach – First, maximize use of toll revenue bonds and federal TIFIA loan – Second, use Measure A funds to close any funding gap
