33 Hurricane Katrina State IAP #24 Operational Period: 0700 09-19-05 to 0700 09-20-05 General Operating Objectives: 1.Support Human Services operations. 2.Implement intermediate shelter plan. 3.Restore Critical Infrastructure. 4.Continue Logistical operations. 5.Develop an Emergency Fuel Strategy. 6.Coordinate operational support to Task Force Florida. 7.Develop a Demobilization Plan for the Mississippi area of operations. Planning Assumptions: 1.The operational area will be split between south Florida, the Panhandle, and Mississippi. 2.The availability of resources is in short supply nationally. 3.Due to the size and scope of the event, resource outsourcing will likely be required. 4.Due to the multiple operational areas, resource support must be well coordinated among all operational areas. 5.Evacuees from other States are in Florida for a prolonged period of time and will require an alternate approach to sheltering

All retail stations surveyed report plenty of fuels on hand in Southeast Florida. Some panic buying observed in South Dade. Electricity - Electric Utility Companies preparing for Rita landfall; Turkey Point NPP has declared unusual event due to hurricane warning MISSISSIPPI – KATRINA FUELS Fuel Tanker contracts expire 9/29, ESF-1&3 on-site management Retail stations are coming on-line Propane deliveries from Gulfport restored - See Tracker Katrina 2698 Electricity - Only 700 potential customers are able to receive power that has not yet been restored

57 ESF 13 – Military Support Current Issues KATRINA 472 Soldiers & Airmen activated in support of Katrina MS: 376, FL: 96 Soldiers & Airmen Cost: $3,068,819 Joint Task Force ENG (MS): 70 Airmen & Soldiers Continue to demolish, clean and prep sites as needed with primary mission to get schools up and running throughout Bay St. Louis and Hancock Counties. Joint Task Force-FL (MS) 376 Airmen & Soldiers TF 1-265th conducting security/HA missions in Bay St. Louis and southern area of Hancock County. Support from 708th CS Co, 144th Trans Co, 146th SC Bn, A/161st Med Co 18 Ongoing Missions, 3 POD security, 1 POD distribution site, 3 traffic control points, 7 point security sites, 4 security patrols. Task Force Spoon: 10 Soldiers (Cooks) at CRTC Gulfport, MS are providing oversight of feeding operation for approximately 8,000 military/civilian personnel. Task Force 83 (FL)/SQM: Forward Logistics Element (FLE) Pensacola Armory supporting JTF-FL

58 ESF 13 – Military Support Current Issues RITA Closely monitoring TS Rita Troops available: 7,000 plus to support emergency operations in Florida as needed Aviation assets available: 8 x UH-60, 2 x CH-47 (1 needs F/E), 3 x OH-58, 1 x C12, 1 x C23, 1 x C-130 & 1 x C-26 Planning cells for major commands are activated Task Force 164th is mobilizing and will forward deploy to Homestead Air Force Base in order to quickly deploy to Florida Keys in support of security and humanitarian aid missions.
