1 Big Data Analytics in Federal Human Capital September 10, 2014 ICF International, 1725 Eye Street, NW Washington, DC HUMAN CAPITAL SHARED INTEREST GROUP (HC SIG) ACT-IAC Background: The American Council for Technology (ACT) is a membership-driven nonprofit organization that leads the IT community to improve government - and we're seeking more members like you to join us! ACT facilitates and encourages education, communication and collaboration across all levels of government. In 1989, ACT created the Industry Advisory Council (IAC) to foster improved communications and understanding between government and industry. Today, ACT reaches as many as 50,000 government IT professionals and has over 450 member IT companies in its Industry Advisory Council. HC SIG Background: The mission of the Human Capital SIG is to bring industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing government's ability to serve the nation's citizenry. It is a vast storehouse of information that - with the right algorithms and filters – can be turned into actionable insight. Nowhere is big data more valuable than in human resources and talent management. It is often said that employees are an organization’s most valuable assets. Therefore, organizations are wise to leverage all the data available to them in order to make smart decisions about talent management. This panel will address how to deal with how federal agencies are using big data to deal with human capital challenges in addition to how the process of analytics will evolve over the next year. What are the strategic areas where analytics could prove beneficial in federal workforce analytics? Come hear and participate in a discussion of the answer. Session Participants Moderator: Johan Bos-Beijer, Director Business Operations and Analytics Division, U.S. General Services Administration Mr. Johan Bos-Beijer is the Director of Strategic Solutions and Senior Advisor at GSA and has over 36 years of management experience equally divided between the public and private sectors. Mr. Bos-Beijer is often consulted as an experienced analytics practitioner as advisor to various public agencies in the civilian and defense sectors. From 2010 to 2011, he completed a special one year executive senior advisory assignment at the request of the HHS OIG which included the successful development and implementation of the consolidated data analysis center (CDAC) program, predictive analytics framework, data and program management. His current responsibility is overseeing enterprise commodity program management in the Office of the Assistant Commissioner across multiple multi-billion dollar portfolios at GSA. Panelists: Dr. Sydney Smith-Heimbrock, Executive Director, OPM Innovation Lab, U.S. Office of Personnel Management – Sydney Heimbrock leads the Center for Strategic Workforce Planning in the Office of Personnel Management’s Employee Services Division. Her team develops forecasts and strategies to position the Federal workforce for future requirements, and tests creative new solutions through OPM’s Innovation Lab. Dr. Heimbrock also serves as Provost of the HR University, the Federal Government's "one stop" Human Resources Career Development Center, and is the Office of Personnel Management’s Chief Learning Officer. Steven Hernandez, Chief Information Security Officer and Director, Information Assurance, Office of the Inspector General, U.S. Department of Health and Human Services – Steven Hernandez’s varied background in information assurance includes work for international heavy manufacturing, large finance organizations, academia, and government agencies. Mr. Hernandez is an expert on topics such as risk management, information security return on investment, and the implications of privacy in electronic commerce. He is the editor of the third edition of the Official (ISC) 2 Guide to the CISSP CBK and winner of the (ISC) 2 President’s Award for contributions to the information security profession. Dr. Aric LaBarr, Assistant Professor of Analytics, North Carolina State University – Dr. LaBarr is Assistant Professor of Analytics at the Institute for Advanced Analytics at North Carolina State University. His passion is innovating education to better prepare a modern work force to handle a data-driven future. He teaches courses in statistics, mathematics, and operations research for the nation's first Master of Science in Analytics degree program. His focus is on teaching, mentoring, and consulting students and businesses on modern analytic techniques. Dr. LaBarr holds a PhD in Statistics with a focus on Economics from North Carolina State University. Dr. Allen Zeman, President, Center for Human Capital Innovation - Allen R. Zeman formed CHCI after a 20-year, SES-level government career where he served in various Pentagon assignments and in multiple deployed assignments. Dr. Zeman served as the Director of Naval Training and Education (N7) for the Chief of Naval Operations, responsible for the plans, policies, budgets and directives for all military and civilian development, leading the world's largest professional development organization. Prior to that, he worked for the Secretary of the Navy as the director of manpower and training, where he laid the foundation for the Navy's Revolution in Training, a systematic innovation in training design and delivery that led the Navy to new e-learning approaches, greater accountability and significant improvements in effectiveness and efficiency.
