2 OBJECTIVES OF PEER REVIEW – Provide an Independent Assessment of the INDII – DGH Road Safety Activities. – Review the Consultants’ Recommendations for the Future Programme of Technical Assistance Support of the Development of Road Safety in DGH. – Recommend Appropriate Amendments or Additions for the future Programme or its Activities.

3 TASKS: – Review Background Documents. – Carry out Interviews of Consultants and DGH Staff. – Comment on the Effectiveness and Impact of the Work Carried out in Activities 014, 194 and 195. – Identify Strengths and Weaknesses of the Road Safety Programme and Lessons Learnt. – Review the Current Activities Involving Other Agencies. – Provide Input into the Future Direction of the INDII Support of the Road Safety Programme in Indonesia

4 Progress to-date: – RSEU set up with a core team of 5 staff supported by 3 consultants. – Workshops held to increase awareness of road safety activities. – RSAs and Crash Reduction Reports prepared and supported by RSEU staff. – Road Safety Manuals prepared to illustrate road safety engineering, road safety at roadworks and roadside hazard management.

5 Establishment of Road Safety Unit. – Core team has not yet reached critical mass. – Requires further support. – Message slowly filtering through DGH and Regions. – Insufficient data to support firm accident reduction plan. – Action strategy to be developed to give direction to remaining stages of development. – Allocate budget in accordance with strategy. – Increase cross agency co-operation.

6 Road Safety Audits and Crash Reduction Programme. – Provide sufficient funding to implement the recommendations of RSAs carried out under Activity 194. – Follow through with pre-opening audits at completion of the works. – Provide sufficient funding to implement recommendations within the crash reduction reports. – Increase programme to cover all regions (at least one in each region).

7 Road Safety Manuals – Manuals can be used as guidelines for future designs. – Risk of them being too detailed and not easy to use. – Manuals need to be adopted at the highest level. – Series needs expanding to include topics such as Road Safety Audits, Traffic Calming and Speed Management.

8 Other initiatives IRSMS – Ensure that requirements for road safety engineers is collected at the time of the crash. Input is required by DGH.

9 Future Initiatives ? – Concentrates on other agencies. – Includes vulnerable users needs (i.e. school zones). – Produce new Traffic Signs and Line Marking Manual – Education programmes. – Crash analysis for South Kalimantan corridor. – Demonstration projects.
