Issues found in Social Audit in Chatra Denial of registration Registration of bogus families/individuals Absence of Photographs on Job Cards and charging fee for photographs Absence of board at the worksites No/Inadequate facilities (drinking water,shade,first aid,creche etc.) at worksite The photographs either not taken before, during and after the work or were not available for public display and scrutiny during Social Audit

Status of Social Audit in the state State Resource Group Formed and 3 meetings held 3 day Writeshop called Social Audit Processes, protocols, CB strategy, IEC strategy, etc. were drafted Piloting the protocols and processes in 50 GPs is ongoing 50 DRPs and 100 VRPs are trained by 15 SRG members

Challenges Pending Challenges: Calling for state hearing as per the pending social audit reports. Conducting the social audit for all the schemes of MGNREGA since 2005, at least once, as per audit of the schemes rules Dealing with the issues uncovered during the Social audit processes Protection of the poor labourers and social auditors Regular flow of fund to the SAU without having dependency on the implementing agency in the state. Institutionalization of the capacity building for social audit at every level.

…..Challenges Ongoing challenge Successfully completing the Pilot Scaling this to entire panchayat of the state, twice a year, religiously Uncertainty: Our SRG, DRPs and VRPs all three categories are volunteering their timing…so what if…… Control room system for making the Emergency help line system functional is missing.. Separate fund for paying the dues of the people uncovered during the social audit without waiting for the recovery to happen. Ensuring reports at place: Job card and pass books with people and muster roll and MBs at site….Kutcha muster roll to be made available to the SA team….. Running and moderating a Live public domain

……Challenges Future Challenges: Establishing autonomous SAU If every thing is ok then running the SAU probably with the given budget of Rs. 5000 per GP per social audit. Acceptance of Social Audit as tools of empowerment for Gramsabha

Way Forward Incubating SAU within JSLPS Nurturing SAU towards and Autonomous body Ensuring its Autonomous Status for ever

…..Way Forward Partnering of SAU with CAG for Capacity Building, and vetting the formats, etc. Partnering of SAU with state unit of NALSA (National Legal Service Authority) Strengthening SAU as an institution
