WV Health IT National Recognition Medicaid Expansion Modernized state integrated eligibility & enrollment system in order to meet ACA requirements for initial Federal Marketplace (www.healthcare.gov) launch on October 1, 2013.www.healthcare.gov Statistics since October 2013: Nearly 600,000 individuals enrolled in Medicaid Over 43,000 applications for Medicaid have been submitted via the states self service web portal, inROADS. WV has received over 23,000 Account Transfers from the Federal Marketplace 2

Department Recent Accomplishments 1.Data warehouse and Decision Support went into production 3 rd Quarter 2014. 2.Began implementation of a true Master Client Index. 3.ICD-10 Technical Readiness. 4.Partnership with USVI. 3

Department Initiatives 1. Establish Enterprise Data Governance a. Developing Comprehensive Inventories and catalogs. b. Establish and implement standards for data management. 2. Transparency with accountability. 3. Update the State Health Information Technology Plan. 4

Strategic Opportunities 1.Maximizing Federal participation for funding. 2.CMS published a letter to the American Public Human Services Association and the National Association of Medicaid Directors to announce their intent to propose regulations that would permanently extend the availability of 90 percent federal matching funds for Medicaid eligibility and enrollment systems and to provide guidance that would authorize a three-year extension of the OMB Circular A87 cost allocation waiver authority. 3.Medicaid Information Technology Architecture (MITA) can be extended outside traditional boundaries. 5
