ACTIVE SHOOTER & EMERGENCY PREPAREDNESS TRAINING
3
During our Violence in The Workplace Training, we saw a video about what to do during an active shooter situation. This led to discussions with our Leadership team and a meeting with the Broomfield Police Department and North Metro Fire Department.
4
First steps for a safer campus: We conducted two onsite security audits The results of these audits were eye opening. Listen to the results:
5
What do you need to do? Be aware of who is around you! Don’t let anyone enter the building after you if they do not have a badge. If a person does not have a badge, ask them “Do you need help”, direct them to Security. If you are not comfortable approaching the person: ◦ Notify your Supervisor and / or ◦ Call Security x2000
6
How will we know if there is a threat? An employee may see or hear an emergency situation We may receive an anonymous threat Broomfield Police Department notifies us of an emergency situation
7
How will employees be notified? By a message from the overhead speaker system that is being installed. ◦ Installation should be complete in all buildings by the end of the year. And / or by email, cell phone blast or reverse 911
8
What is our plan? Keep it simple: Run Hide Fight Not necessarily in that order!
9
How to respond if an active shooter is in your vicinity: RUN ◦ Have an escape route and plan in mind ◦ Leave your belongings behind ◦ Don’t shut down machinery or equipment ◦ Help others escape, if possible ◦ Evacuate regardless of others ◦ Once you are outside the building warn and prevent individuals from entering ◦ Do not attempt to move wounded people ◦ Keep your hands visible ◦ Follow the instructions of any police officer
10
If evacuation is not possible: HIDE ◦ Your hiding spot should: Be out of the active shooter’s view Provide protection if shots are fired Not restrict options for movement ◦ Remember: If you find a room, lock the door (when possible) Hide behind a large item (cabinet or machinery) Silence your cell phone/ or pager Remain quiet
11
If the active shooter is nearby: In all cases: Remain calm Dial 911, if possible, to alert police to the active shooter’s location If you cannot speak, leave the line open and allow the dispatcher to listen
12
Finally, as a last resort, and only when your life is in imminent danger, attempt to disrupt and/or incapacitate the active shooter FIGHT Acting as aggressively as possible Improvise weapons and throw items Yelling Commit to your actions
13
What to expect when Law Enforcement arrives: Immediate purpose: Stop the active shooter Proceed to area where last shots were heard Their first priority is to eliminate the threat
14
Additional Officers and Rescue Teams: Teams may: Wear regular patrol uniforms, bullet proof vests, helmets and other tactical equipment Be armed with rifles, shotguns and/or handguns Use pepper spray or tear gas Shout commands Push individuals to the ground for their safety
15
How to respond when Law Enforcement arrives: Remain calm Put down any items in your hands Immediately raise your hands Keep hands visible at all times Avoid making quick movements toward officers Avoid pointing, screaming or yelling Follow the directions given to you
16
There are two different protocols we will follow in an emergency situation: Internal threat- Run, Hide, Fight External threat- ◦ Remain inside ◦ Stay away from exterior doors and windows ◦ No one enters or exits the building
17
What happens after an incident? Once you have reached a safe location: ◦ You will likely be held in that area by law enforcement until the situation is under control and all witnesses have been identified and questioned. Do not leave until law enforcement authorities have instructed you to do so.
18
What are we doing to prepare? Overhead speakers will be installed in every building ◦ We will conduct test announcements on an occasional basis An intercom system will be installed at building 1, main entrance. The doors will remain locked at all times We are testing reverse 911 calls to cell phones During your stretch breaks, Supervisors & Team Coordinators will talk to you about where you could go & what to do in your work area.
19
Due Diligence is needed: All employees are responsible to: ◦ Openly display badge between the collar and the lower chest area ◦ Nothing else should be displayed with your badge ◦ Ask to see a person’s badge if it is not displayed ◦ If an employee is acting aggressively or acting suspicious, report them to your Supervisor, Security x2000 or call 911 if warranted.
20
Be Aware of Your Surroundings: ◦ Don’t hold the door for the next person ◦ Report strangers / Suspicious activity ◦ Follow proper protocol when hiring a contractor. ◦ Watch for badges on contractors, report anyone without a badge to your Supervisor or Security x2000
21
Contractor badge: A Contractor badge may or may not have door entry access. They do not need an HD escort.
22
Visitor badge: A Visitor badge does require an HD escort at all times. (Except in bldg. 1)
