3 Tanzania Existing OFC Infrastructure There is no full National OFC Infrastructure There are few exiting OFC segments owned by public institutions: - Tanzania and Zambia Railway Associoation (TAZARA) -Tanzania Railway Coperation (TRC) -Songas - gas company -Tanzania Utility company (TANESCO) -Tanzania Telecommunication Company (TTCL)

5 Efforts on Creating National OFC Infrastructure In March 2004,Tanzania (Ministry of Infrastructure Development) + Chinese government formed a technical team to study & propose National ICT infrastructure.

6 Proposed soln oTotal backbone length => 6000km oThe backbone make use of excess capacity of the existing links owned by different pubic institution oTerminating at each district (totaling127) in Tz mainland oThe project financial requirements amounts at US $ 170 million (excluding taxes + excise duties) oLocal Management, and Labour costs estimated at US 30 million oImplementation schedule was set to be within 18 months period The proposal is being worked on

8 TERNET Status The idea came in year 2000 In January 2002, 16 HEI signed MoU to establish TENET– did not bear fruits In March 2007, 21 HEI signed MoU to establish TERNET - others are joining slowly Leadershirp + provisional secretariat is in place Board of trustees – 5 members is in place Being registered as a Trust Currently the World bank is working with the Government of Tanzania to build a National Research and Educational Network (NREN), E-library capacity, E- learning Capacity and EMIS. TERNET is in the Process of building its capacity in order to be able to sustainably manage the NREN after commissioning.

9 No.Area of ConsiderationIssues to be Considered 1.TERNET InfrastructureCapacity building in design, implementation, operation, Control and management of the TERNET infrastructure 2.Education Management Information System Capacity building in the establishment of an EMIS that can improve the management and administration of the HEIs and of the higher education sector. 3.Support for Libraries and electronic information access Capacity building in overseeing the sharing of resources in particular educational material which are available electronically 4.Enhancement of E- learning Capacity Capacity building in overseeing the enhancement and the capacity building in E-learning among the TERNET members 5.Capacity Building in overall management of TERNET functions Technical capacity building with the TERNET core team for proper management, control and maintenance of TERNET functions

10 TERNET Members Clustered on Existing and Planned OFC Expect to make use of the existing infrastructure and build its own in the missing links and last mile connectivity to the institution

11 Challenges and Way Forward 1.Financial constraints Establishing TERNET secretariat (Staff, offices, and assets) TERNET staff capacity bulding Infrastructure/equipment
